Purpose of the Role

This is an in country based Senior role, Responsible for the managing of operational and site-based technical personnel of the Swiss entity of Wilton Site Management.

Main duties are to ensure that all works are safely co ordinated and regularly reported status are sent back to the company directors and reported to the UK Business unit. The role will require travel across the EMEA region to assist the other country managers and provide technical assistance. To assist in bidding, tendering, safety management, information management and the execution of the Swiss entity-based projects.

Strategic planning and execution of budget control is a must.

This role reports to the MD of WSM and the UK Business unit for support.

   

Key Deliverables

  • Health & Safety: Provide the appropriate Health and Safety leadership to ensure the “work safe, home safe” message is visible. Safety management and the control of activities undertaken by all personnel is everyone’s responsibility and the careful reporting of safety audits is part of this role. Requirement: SMSTS certification.
  • Bidding & tendering: Actively participate within bid & tendering activities; in conjunction with UK office to ensure the correct execution of the bid deliverables is on time to ensure each project is not only successful but also safe and profitable. Requirement: Previous work winning experience.
  • Team Leadership: Provide leadership for the region and support other Project Directors in maximizing the new employee on boarding and expand the potential of the team. Where possible sit on the interview board of all business units.
  • Embrace local cultures in country, and when possible, arrange for team building exercises to help the in-country team learn about local practices and customs.
  • Compliance: Working with our local team of SME’s ensure that all project works are completed to within local codes whilst maintaining the customers specifications.
  • Financial planning & Budget control: provide the leadership team with regular updates on project budgets, monthly costs and predicted up and coming expenses.
  • Reviews: Weekly and Monthly reviews are to be completed on site. To ensure that the business unit can predict and plan any up-and-coming movements of staff and wherever possible recruit locally in country additional personnel to assist in project completion.
  • Completion of Projects: Manage the successful completion of the project and the technical testing of the clients equipment to their specific requirements.
  • Relationship with Customers: Maintain a constant relationship and where necessary ensure that any issues are dealt with locally without escalation.
  • Technical: Ensure design and installation meets internal and client specifications and statutory requirements. Requirement: Previous design management experience.

Preferred Requirements

  • A minimum 10 years’ experience as an engineer, commissioning manager or 5 years as Senior Project manager in the Data Center, Pharma or Oil and Gas environments.
  • Working knowledge of ASHRAE standards of commissioning.
  • Detailed understanding of the Fire Requirements of NFPA70
  • Checkable References within Europe for past 5 years

  • Holder of Current work Permit for Switzerland

Skills & Attributes

  • Native spoken and written English (Due to the technicalities of the project contracts).
  • German preferable but not essential (contractual language of all projects is English) Local language education will be paid for by WSM.

Education (Ideal but not essential)

  • A BSc (Hons) in Project Management or equivalent Technical Degree such as Mechanical or Electrical Engineering.
  • Membership of a professional body such as IET preferred but not essential.

Key Responsibilities:

The following duties fall within the scope of the people under this roles area of management.

  • Familiarisation with the contract, contract drawings, specifications, bills of quantities, etc.
  • Set up and continuously maintain a document control system in accordance with the required quality management system and/or project procedures.
  • In conjunction with the design team examine installation drawings, shop drawings and builders work details submitted by Contractors and/or Sub-Contractors for the Works or parts thereof, in respect of the design intent and compliance with performance criteria.
  • Set up and maintain agreed procedures/controls, including approval, for the issue of site instructions. Site instructions to be issued in writing and confirmed in a similar manner by recipients.
  • Monitor quality of workmanship and materials to demonstrate that the equipment supplied and proposed by Contractors and/or Sub-Contractors for the Works complies with the contract documents.
  • Monitor the Works to demonstrate compliance with the contract requirements and good engineering practice.
  • Provide regular reports on progress against programme. Identify and report any problems, delays or shortcomings and the need for corrective action.
  • Liaise with the Clerk of Works/Engineer of Record where applicable.
  • Identify and discuss the need for special inspections or tests arising during the construction of the Works.
  • Advise on issues relating to health and safety to the Principal/Main Contractor and Project Manager/Contract Administrator.
  • Attend and contribute to Contractor and/or Sub-Contractor site meetings. (Prepare meeting notes for internal circulation.)
  • Set up and maintain agreed procedures for receipt and response to Contractors and/or Sub-Contractors design/co-ordination queries/requests for information. Respond to design/co-ordination queries/requests for information in conjunction with the design team.
  • Provide support were requested to the various authorities concerned to assist final Building Regulations Approval.
  • Where agreed with the client, attend the witnessing of factory testing of equipment where this is seen as a pre-requisite to commissioning.
  • In conjunction with the design team examine the detailed proposals of Contractors and/or Sub-Contractors for carrying out commissioning procedures and performance testing including proposed documentation to be used.
  • Monitor pre-commissioning checks undertaken by the Contractors and/or Sub-Contractors
  • Monitor and report against the agreed pre-commissioning, commissioning, and testing programme. Identify and report any problems, delays, or shortcomings of the agreed procedures and, in conjunction with the design team, advise corrective actions.
  • Witness any testing or commissioning undertaken by the Contractors and/or Sub-Contractors and keep a record of dates and results. Review register of calibration of test and commissioning equipment used.
  • After final setting to work and regulation of the buildings, plant and equipment of the Works by Contractors and/or Sub-Contractors, examine the results of pre-commissioning, commissioning and the documentary records thereof. Examine the commissioning status report prepared by the Contractors and/or Sub-Contractors for the final setting to work and regulation of the Works.
  • Monitor and comment on record documentation ensuring that all documentation is updated by the Contractors and/or Sub-Contractors as the Works progress and is provided in accordance with the contract requirements for practical completion.
  • Receive and comment on copies of the final record drawings, operating instructions and maintenance manuals prepared by Contractors and/or Sub-Contractors if so required under their contracts for construction. Monitor the preparation of record documentation by the Contractors and/or Sub-Contractors and that it is provided in accordance with the contract requirements for practical completion. Liaise with Planning Supervisor as necessary.
  • Monitor and check the issue of spares and tools to the Client as required by the Contractors and/or Sub-Contractors.
  • Monitor that the training of the Client's staff in the maintenance and general usage of systems is given, and that the Contractor prepares records that the training has been carried out to the Client's satisfaction.
  • In conjunction with the Contract Administrator, maintain an agreed procedure to record and monitor defects including their clearance.
  • Inspect the Works on completion and, in conjunction with the design team and any other site staff, record any defects.
  • Liaise with Contractors and/or Sub-Contractors to review that all defects are cleared before completion, as appropriate.
  • Examine equipment/system test and completion certificates issued by Contractors and/or Sub-Contractors including the following:

High and Low Voltage distribution systems
Emergency Power Generation plant and associated equipment
lifts (Passenger & Goods)

  • fire alarms
  • emergency lighting
  • electrical Installations
  • sprinklers and other fire protection systems
  • drainage and sanitation
  • Liaise with the Contractors and/or Sub-Contractors and Client to co-ordinate inspections by the Client's insurers.
  • Monitor that all statutory inspections and approvals have been satisfactorily completed and monitor Contractors’ and/or Sub-Contractors’ obligations in this respect.
  • Monitor with the Contract Administrator that relevant handover documentation and certification has been completed.
  • Monitor with the Contract Administrator completion and provision of building logbook in accordance with contract requirements.
  • In conjunction with the Contract Administrator and the design team, participate, advise, and contribute on matters regarding handover and practical completion.
  • Monitor and control the agreed outstanding post completion work and resolution of defects which form part of the Works.
  • Strong leadership of the teams responsible for program and project management, including the ability to articulate problem solving solutions.
  • Procurement, resource, and asset control within budget and financial plan.
  • Design assistance/buildability review/schedule workshops. Will need to guide teams with technical building knowledge and experience. Will present solutions to project teams, designers/engineers, clients, and the like.
