Policy Advisor, Gender Equality

This position is open to candidates resident in countries in the CET or similar time zone. Preference will be given to candidates located in one of the IISD's payroll countries: Germany, Portugal, UK

We are looking for a full-time Policy Advisor, Gender Equality for our Economic Law Policy Program (ELP). 




The Position 


 


The Policy Advisor, Gender Equality contributes to the mainstreaming of gender equality and women’s empowerment within the Economic Law and Policy Program of the IISD and works closely with the Senior Policy Advisor, Gender Equality. The incumbent provides dedicated gender expertise in support of the full integration of gender considerations within the program’s operations and in the development, implementation, and reporting of research and outputs.


The ELP Program focuses on the areas of economic policy-making that are essential to sustainable development, including investment, trade, public procurement, infrastructure financing, and sustainability standards. Our sector-specific work focuses on agriculture and mining in developing countries, given the urgency of the reforms needed and the impact on sustainable development.


 


Scope



  • Supports efforts to develop, operationalize, monitor, and evaluate a program-level gender equality strategy.

  • Builds internal capacity and expertise to ensure gender is integrated as a key consideration in the ELP program’s work, including coaching and supporting staff and partners.


Research



  • Provides substantive guidance and technical expertise to researchers on the integration of gender-based analysis, ensuring an intersectional lens is applied to research and associated outputs, generating customized gender indicators and targets.

  • Manages the collection and analysis of gender-disaggregated data.

  • Conducts gender-based research and analysis in support of the ELP program’s key initiatives.


Communications and Outreach



  • Facilitates engagement with ELP program stakeholders—both internal and external—on gender equality to maximize opportunities for capacity building, collaboration, and positive gender outcomes in ELP’s work and impact.

  • Working with the Senior Policy Advisor, Gender Equality and Communications team, ensures IISD’s website and other communications materials integrate appropriate gender-sensitive language, concepts, and approaches.

  • Supports the design of gender-specific communications materials for the ELP program.


Partners and Donor Relationships



  • Identifies strategic partnerships and collaborative opportunities related to gender equality with donors, peers, and women’s rights organizations.

  • Works closely with fund development teams in the development of proposals for projects and programs, ensuring the integration of gender considerations from project design to activities, logic model preparation, and evaluation and indicators, ensuring alignment and compliance with prospective donor gender equality policies and requirements.


Operations and Program Management



  • Provides guidance and support to program and project teams to ensure work plans integrate gender equality indicators and outcomes through program and project cycles.

  • Supports the coordination, functioning, and reporting of the cross-functional gender equality working group within the ELP program to ensure that accountability for gender equality is spread across the program


 


Qualifications



  • Master’s degree in the social sciences, international development, political science, law, human rights, or a related field with a focus on gender equality, or equivalent experience.

  • A minimum of 5 years of international experience working on programs or projects on gender equality and women’s empowerment in developed and developing contexts.

  • Demonstrated knowledge of gender-based analysis, gender mainstreaming, and gender monitoring and evaluation tools, techniques, and methods in a variety of contexts.

  • Expertise in the role of intersectionality and determinants of gender equality in an international development context is an asset.

  • Experience conducting gender-based analysis, gender assessments, and/or gender equality capacity building in the agricultural, mining, trade, investment, or finance sectors—or related sectors—is an asset.

  • Excellent English language skills; working knowledge of French is desired.




 Candidates must have the right to work in Portugal, Germany, or UK.

Salary: Salary commensurate with experience and location  


Portugal:   EUR 44,000-51,000


Germany: EUR 55,000-64,000


UK:           GBP 46,000-50,000




Start date: As soon as possible   




Closing date: May 31, 2024.  Recruitment will be on a rolling basis until the position is filled.
