Consultant - Monitoring and evaluation of sexual and reproductive health in humanitarian settings

Purpose of consultancy

Develop a draft training package and tools to support the implementation and use of the sexual and reproductive health indicators in humanitarian settings and develop a protocol for pilot testing of the training package.

Background

The World Health Organization's Department of Sexual and Reproductive Health and Research (SRH) includes the UNDP-UNFPA-UNICEF-WHO-World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP). Located in Geneva, HRP is the main instrument within the United Nations system for identifying research priorities on sexual and reproductive health and rights; for promoting, conducting, evaluating and coordinating related interdisciplinary research; for collaborating with countries to build national capacity to conduct research; and for promoting the use of research results in policy making and sexual and reproductive health programmes. The Department draws on research and global expertise to set norms and standards and develop global guidelines on sexual and reproductive health and rights. The Global Health Cluster (GHC) SRH Task Team was established to ensure SRH priorities are systematically addressed in all phases of humanitarian response and that SRH coordination is consistently included in cluster coordination at both the global and country levels.

Between 2018-2021, the SRH Department at WHO implemented a global initiative to develop and scale up a monitoring and evaluation framework for Sexual, Reproductive, Maternal, Newborn, Child and Adolescent Health (SRMNCAH) services and outcomes in humanitarian settings. This global initiative was informed and endorsed by leading global, regional, and national partners, as well as representatives from UN agencies, INGOs, regional and local NGOs, ministries of health, and academic institutions. The initative led to a consensus of a set of indicators and “A global framework for Monitoring and Evaluation of Sexual, Reproductive, Maternal, Newborn, Child and Adolescent Health (SRMNCAH) Services and Outcomes in Humanitarian Setting: guidance for monitoring and evaluation” document has been developed.

To build upon these efforts, the GHC SRH Task Team sub- group “Data and Monitoring” plans to develop and globally disseminate the globally endorsed SRMNH monitoring and evaluation framework in humanitarian settings inclusive of reporting measures and tools. The purpose of this consultancy is to develop a training package to support robust implementation of the sexual and reproductive components of the “A global framework for Monitoring and Evaluation of Sexual, Reproductive, Maternal, Newborn, Child and Adolescent Health (SRMNCAH) Services and Outcomes in Humanitarian Settings: guidance for monitoring and evaluation”. Note that this training material will not cover child indicators within its scope.

The consultant will also develop a protocol for pilot testing of the training package including a description of: objectives, location and collaborators, methods/approach to be used collecting feedback and timeline.

Deliverables

  • Deliverable 1. Concept note and outline describing the proposed training package that can be circulated among the Global Health Cluster SRH Task Team sub-group for feedback prior to development of the training package.

Expected by: 15 July 2024.

  • Deliverable 2. Initial draft of the training package ready to circulate to the Global Health Cluster SRH Task Team sub-group and other stakeholders as relevant for comments and feedback.

Expected by: 15 August 2024.

  • Deliverable 3. Revised version of the training package, taking into account feedback received during review of Deliverable 2, in a state ready to be used for pilot testing.

Expected by: 30 September 2024.

  • Deliverable 4. Protocol/plan for pilot testing including a description of: objectives, location and collaborators, methods/approach to be used collecting feedback on the draft training package and timeline.

Expected by: 30 October 2024.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in a relevant subject (including but not limited to: medicine/midwifery/nursing/subjects allied to medicine, epidemiology, social sciences, international relations, public health, health emergency planning, health services management etc.).

Experience:

Essential:

  • Minimum of 5-10 years relevant professional experience working in SRMNH in two or more humanitarian settings;
  • Demonstrated experience working within field of monitoring and evaluation, including with routine health information system data; and
  • Demonstrated experience in planning and/or developing training materials.

Skills:

  • Strong knowledge of technical issues relevant to monitoring and evaluation of SRMNH within humanitarian settings;
  • Excellent oral and written communication skills;
  • Excellent ability to visualize descriptive statistical information;
  • Excellent attention to detail;
  • Ability to work independently and efficiently whilst working remotely from other members of the team; and
  • Ability to produce high-quality outputs whilst working to short deadlines.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Knowledge of other UN languages an asset.

Location

Off site: Home-based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 - 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
