Position Background

 

The Project Manager will manage all administrative and budget aspects of Energy projects.  They will be the main contact person for the IISD researchers leading those projects, supporting financial proposals, the review and signature process of funding agreements, the set-up of projects, follow-up on expenditures against budgets, the drafting of consulting contracts, invoices payments, and final reporting. The Project Manager will report to the Energy Program Senior Project Manager.


Responsibilities:

Project administration

 


  • Process payments and invoices: check, reconcile, and process travel expense claims; approve and process payments to consultants; approve all other charges related to projects managed; and liaise with accounts payable for wire transfers.


  • Support the administrative work on consulting contracts: collect requests for contracts, issue the drafts, assign to project codes, and liaise with the contracting team to finalize contracts. Act as the focal point for IISD consultants on the projects managed.

  • Get familiar with the internal management system and related dashboard and make suggestions to develop tools that could complement it.

  • Keep up-to-date filing of project documents.

 

Project management

 


  • Support projects from the proposal stage: work with the Project Lead to issue a budget, include it in the funder’s format, and provide any financial/corporate information requested.

  • Liaise with the funder to receive the grant agreement and review it once received; liaise with the financial analyst to collect authorized signatures.

  • Set up projects’ final budget and liaise with the financial analyst to get the project uploaded into the management system to receive charges. Follow up on the budget as the project moves forward, making any recommendations to the Project Lead about updates on the budget as necessary.

  • Work on interim and final financial reports in close collaboration with the Program Financial Analyst.

  • When needed, provide assistance on final audits by answering questions from external auditors on projects managed.

  • Make sure invoices to funders are raised on time and payments are received.

  • Keep track of how staff is covered by existing budgets, as well as by projects that are still unconfirmed (pipeline/proposals).

  • Work closely with the Project Lead to provide support to the sub-program on resources and staffing; organize regular bilateral meetings with project leads to communicate about projects.


Required Skills



  • Strong organizational and planning skills, including an ability to manage multiple tasks while working under tight deadlines.


  • Computer and internet skills, primarily related to the use of MS Office. In particular, excellent command of Excel. Previous experience working with dashboards is a strong asset.

  • Basic knowledge/understanding of accounting principles, numbers oriented.

  • Attention to detail, ability to work in compliance with accounting procedures, a sense of confidentiality

  • The ability to forecast numbers and plan work, deliverables, and staff time.

  • Competent in reviewing and understanding provisions on funding agreements and consulting contracts.

  • The ability to work as part of an international, geographically distributed team and independently with limited guidance.

  • Excellent English language skills, written and spoken (our working language is English).

  • Familiarity with the Indian regulation and compliance landscape is a strong asset.

  • Familiarity with Indian human resources management regulations and norms is a strong asset.


Required Qualifications

The Program Manager should possess the following qualifications:

 


  • 2–3 years of experience in a project administration and operational support role or as a Project Manager, preferably with a not-for-profit organization.

  • Experience in dealing with consulting and funding agreements is a must.

  • Experience in managing project budgets and expenses is necessary.

  • Commercial degree in administration/MBA/human sciences degree.

  • Certifications: Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) are preferred.
