As the conflict in Sudan continues, children are bearing the biggest brunt. Millions have fled their homes and are displaced in the country and across the borders. Currently, 50 per cent of the total population - more than 24.7 million people, almost 14 million of whom are children, are in need of humanitarian assistance. Children have endured months of uncertainty, trauma and violence. The current situation in Sudan is a deepening children’s crisis, severely putting at risk the future of the country and heavily affecting the wider region.

UNICEF as a key partner to the Federal Ministry of Health is implementing a Sudan Health Assistance and Response to Emergencies (SHARE) project funded by World Bank International Development Assistance (IDA). SHARE is a joint project implemented by UNICEF and WHO to ensure provision of health and nutrition services in Sudan.

How can you make a difference?

Purpose for the job:

Under the direct supervision of the Health & Nutrition Manager (PHC), and overall guidance from Chief of PME, the incumbent will provide overall technical leadership and overall guidance for the programme planning, monitoring, evaluation and review approaches for the program. The H&N Specialist will provide technical and M&E expertise in the development of programme workplans, M&E frameworks and plan, build capacities of staff and ensure programme implentation is on track, data quality standards are monitored, programme is reviewed and reported on timely.

Key functions, accountabilities and related duties/tasks:

• Programme Planning Monitoring and Evaluation. The SHARE and Health and Nutrition Teams have a well-defined workplan, realistic and prioritised M&E plan of monitoring and evaluation activities, developed collaboratively that provides all the relevant and strategic information needed to manage the World Bank Grants
• Programme Performance Monitoring and Review. The monitoring and review function within the Health and Nutrition Team has quality information collected and verified results with the participation of key partners to assess implementation progress towards meeting the World Bank Grant Agreement. Lead and facilitate preparation for the regular programme reviews including reviews with WB and other key partner and the independent and third-party monitoring of the programme.
• Evaluation. UNICEF-supported evaluations attain established UN quality standards, and the results are disseminated in a timely fashion to stakeholders for improving programme performance and contributing to national and corporate learning.
• Programme Planning and M&E Capacity Building. The programme planning and monitoring and evaluation capacities of Country Office staff and national partners – government and implementing partners – enhanced with the contribution of UNICEF knowledge partners meet the expectations and requirements of their positions and responsibilities.
• Coordination and Networking. The UNICEF office is linked to wider UNICEF M&E developments in way that both contributes to and benefits from organizational learning on effective M&E management.

To qualify as an advocate for every child you will have…

• Education: Advanced University Degree in social sciences, statistics, planning development, planning.
• Experience:

Five years of professional work experience in health programme development and implementation activities as follows:

Professional work experience in programme development and implementation including monitoring and evaluation activities

Experience working in emergency environments is a requirement.

Previous experience with WB or IFIc projects is a requirement.

Active involvement in a humanitarian crisis response programme preferred.Experience in an international organization desirable.

• Language Requirements: Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
