The role leads and manages both the Technical Review Panel (TRP) and Grant Approvals Committee (GAC) Secretariats, providing strategic, operational, and governance oversight to ensure high-quality execution of the grant review processes. The position involves close collaboration with internal and external stakeholders to ensure effective functioning of both TRP and GAC, alignment with the Global Fund’s strategic objectives, and delivery of timely, informed recommendations to the Board and relevant committees.
Key Responsibilities
Leadership and Team Management
- Lead and performance-manage the TRP and GAC Secretariat team including Operation Officers and Governance and Comms & Policy Officer.
- Provide guidance and supervision to ensure effective design and implementation of Access to Funding (A2F) processes, governance procedures, and review mechanisms.
- Oversee team planning, coordination, and delivery of review meetings, onboarding, and reporting functions.
- Provide coordination support to other A2F teams for Portfolio Optimization processes, engaging with TRP and GAC as needed.
TRP Secretariat Responsibilities
- Act as Secretariat expert on TRP matters, including providing support to Applicant Support teams to facilitate effective support to Country and other Functional Teams on all aspects related to the role of TRP review process, with a focus on ensuring streamlined differentiated TRP review approaches throughout the grant life cycle
- Manage / organize TRP Review Meetings in consultation with TRP Leadership and Focal Points and under the guidance of the Senior Manager A2F Team. Lead the development of the TRP review meeting agenda, selection of serving TRP members to participate in each review meeting, development of TRP review schedule, engagement of Country Teams and Technical Partners, as well as oversight on the administration and logistics of the meeting.
- Responsible for operationalization of the differentiated TRP review modalities. In consultation with the TRP Leadership, selected TRP members and relevant Secretariat colleagues, manage the development and operationalization of differentiated TRP review, as well as Catalytic Investments and Prioritized Above Allocation Requests (PAAR).
- Responsible for TRP Remote Review process to ensure effective reviews for highest impact, coordination of TRP review groups and reporting of outcomes to the Applicants, GAC and Country Teams. In collaboration with Operations Officers, oversee the remote review process to address TRP recommendations, including monitoring and reporting to the extent to which TRP recommendations have been addressed.
- Develop and ensure continuous updates to TRP Operating Procedures. Under the responsibility of the TRP leadership and in collaboration with key Secretariat colleagues, lead the drafting and periodic updates of several TRP operating procedures in line with the TRP terms of reference, including the TRP Review Approach Manual, the TRP Conflict of Interest Manual, the TRP Practical Guidelines Manual, and the TRP Election Procedures.
- Under responsibility of the TRP leadership and working with the Associate Specialist, Governance Comms & Policy ensures the development of TRP reports to be submitted to the Board through the Strategy Committee, including summary of technical lessons learned, as well as those that may have broader strategic, policy and financial implications.
- Under the guidance of the Strategy Committee and the A2F Senior Manager, coordinate the recruitment of TRP members. In collaboration with the TRP Leadership, develop and implement a robust approach for recruiting global experts into the TRP. This includes analyzing the membership pool to identify gaps, designing the recruitment application form, conducting recruitment outreach, and coordinating longlist screening and shortlist panel reviews in line with selection criteria.
- Collaborate with the TRP Leadership and Focal Points to support effective day-to-day governance of the TRP. This includes coordinating the processes for electing/selecting the TRP Chair, Vice-Chairs and Focal Points; organizing and facilitating regular coordination meetings with the TRP Leadership; planning and coordinating TRP Leadership and Focal Point Retreat meetings; management of TRP Working Groups to achieve specific deliverables; and facilitating TRP engagements with Technical Partners.
- Lead the development of an overall performance assessment framework for the TRP, including Key Performance Indicators (KPIs). Oversee timely assessment of performance of individual TRP members and annual overall TRP performance assessment for submission to the Strategy Committee – in accordance with the TRP terms of reference.
- Promotes the effective management of the TRP membership pool, ensuring detailed profile data of all TRP members is kept up to date, and member conflict of interest is managed in line with TRP operating procedures.
GAC Secretariat Responsibilities
- Ensure that the GAC reviews grants, providing high quality, well-informed, strategic recommendations to the Board. This includes ensuring effective assurance and internal controls, interacting directly with Senior Management members of the GAC as well as country teams, other members of the Secretariat and invited external partners. This takes place before and through GAC online and in person meetings and ad hoc electronic reviews, as needed.
- Ensure robust preparation ahead of the meeting including also the preparation of written briefings to support GAC decision-making, incorporating key data points, options for consideration, highlighting portfolio-wide policy implications of proposals, noting past precedent, and reflecting feedback from country and functional teams.
- Enable strategic engagement at GAC and oversee analyses to ensure GAC deliberations adequately consider strategy, risks and opportunities and are aligned with policy (e.g. analysis on matching funds, alignment with operational policies, past GAC and Global Fund Committee Steer e.g., IFAC, Recoveries Committee, EGMC); leading the GAC Chairs Briefing; preparing talking points and summary presentations of GAC Leadership.
- Lead on portfolio-wide policy discussions. Considering that, as the highest Secretariat review mechanism for Global Fund investments, the GAC also has a learning function and builds on the portfolio-wide issues that emerge from grant-by-grant reviews for recommendation to the Board for approval. Lead the pro-active identification and framing of strategic issues for GAC steer, oriented towards improving the efficiency and effectiveness of its working model and investment decision-making on grants, grant revisions, portfolio optimization and catalytic investments (including matching funds, strategic initiatives and multi-country funding).
- Manage the relationship between the GAC and the TRP through frequent defined feedback loops, open communication channels and data-based updates on decision-making.
- Manage the overall development of GAC reports to the Board including summary of funding recommendations, GAC deliberations and rationale for decisions; and facilitate timely Secretariat responses to comments from the Board Constituencies.
- Lead the induction and onboarding of new GAC members and Partners; and training of Secretariat (GMD/SIID) members on the GAC review and approval process.

Qualifications
Essential:
- An advanced University degree in public health, economics, business, international / public affairs, or related discipline, or
- An equivalent combination of first degree and at least 8 years of relevant post-first-degree work experience
Desirable:
- Formal or informal education demonstrating knowledge or advanced knowledge of one or more of the following: AIDS, TB, Malaria, health systems, community work, gender issues, key populations (especially men having sex with men, people who inject drugs, transgender people, sex workers, migrants), sustainability of health financing.
Experience
Essential:
- Minimum 8 years of relevant work experience.
- Proven experience in grant making institutions especially in the application, review and /or signing processes.
- Excellent (proven) project coordination experience.
- Excellent interpersonal and stakeholder management skills, with proven experience in managing diverse stakeholders to work towards a common goal.
Desirable:
- International experience, including in an international organization, non-profit or private sector involved in grant making.
- Excellent (proven) ability to work as part of a team to meet targets or deadlines within a given timeframe.
- Experience synthesizing information and communicating effectively and in a timely manner with key stakeholders.
- Experience in process management, policy, analysis and continuous improvements.
