Swisscontact is an independent non-profit development organisation established in 1959 by representatives of the Swiss private sector and civil society. Our development work focuses on private sector-led, sustainable economic development with improved quality of life for all in developing and emerging countries. A key focus is to strengthen the skills of individuals and foster the competitiveness of businesses.
The organisation is currently active in over 130 projects in 41 countries with around 1100 employees. It is headquartered in Zurich, Switzerland.
The Swiss Import Promotion Programme SIPPOS is a trade promotion programme of the State Secretariat for Economic Affairs SECO, implemented by Swisscontact. SIPPO is active in 12 partner countries and in six economic sectors. SIPPO develops capacities of local business support organisations (BSO) to improve their export promotion services to their affiliated export-oriented companies, helping them gaining access to new markets in Switzerland and the EU. This leads to stronger local export promotion systems and to better integration of SIPPO partner countries into world trade. SIPPO thus contributes to sustainable, inclusive economic growth through export (further information at www.sippo.ch). The programme is currently in its second programme phase (01.07.2021 - 31.12.2025 - also equal to contract duration with option of extension). The programme’s third phase (01.01.2026 – 31.12.2029) is currently being prepared.
For our SIPPO team in Switzerland (Bern and Zurich), we are looking to recruit a dedicated member of staff as Lead Measurement, Evaluation & Learning (MEL) to start on 1 July 2025 or by agreement.

Accountabilities
Maintain and further develop SIPPO’s MEL system (process, guidelines, technical environment) based on the programme’s measurement framework
Develop and maintain templates for planning and reporting on global and country level based on the programme’s governance
Guide and support Country Teams and Global Services Team (GST) through planning- and reporting processes
Aggregate and analyze data from Country Teams on a Global Programme level
Report and formulate insights for donor (SECO) and Swisscontact reporting
Promote and facilitate collaborative and participatory learning within SIPPO and with beneficiaries
Further develop and maintain knowledge generating and sharing platforms of SIPPO
Coordinate and align with Swisscontact peers
Requirements
Higher education (Univerity, University of Applied Sciences, NADEL)
Excellent English and German, written/spoken (French and/or Spanish are a plus)
Experience in development cooperation, trade promotion and international trade
Experience in working in an international, intercultural environment
Experience in designing and implementing robust MEL frameworks for complex projects
Familiar familiarity with Monitoring, Evaluation, and Learning (MEL) standards such as DCED, Results-Based Management (RBM), and Problem-Driven Iterative Adaptation (PDIA) would be an asset
Proficiency in data-analysis and visualization tools (e.g. MS Power BI)
Data-driven, with a natural inclination for evidence-based decision making
Sound knowledge of Market Systems Development (MSD) theory and its practical application, with notions in Sustainability and Digitalization
Strong conceptual thinker with excellent communication and reporting skills
Curious, thorough, determined, persistent
Self-driven and collaborative
