The International Olympic Committee (IOC) is the guardian of the Olympic Games and the leader of the Olympic Movement. A truly global organisation, it acts as a catalyst for collaboration between all Olympic stakeholders, including athletes, National Olympic Committees (NOCs), International Sports Federations (IFs), Organising Committees for the Olympic Games (OCOGs), Worldwide Olympic Partners and Media Rights-Holders. It also works with public and private authorities, including the United Nations, development financing, civil society and other international organisations to strengthen the role of sport as an important enabler of sustainable development.

As Head of Impact and Insight, you will lead the enhancement and implementation of robust impact measurement and learning approaches that demonstrate and advance the contribution of sport to the Sustainable Development Goals.
Your main responsibilities in the role will be:
Impact Measurement
- Oversee the implementation of the overarching impact measurement and insight generation strategy for the IOC’s programmes aimed at building a better world through sport.
- Lead the monitoring, evaluation, research and learning (MERL) system for the IOC’s Olympism365 strategy and programmes aimed at strengthening the contribution of sport to sustainable social, economic and environmental development.
- Embed robust Results Based Management (RBM), social value measurement, insight generation and learning processes into the IOC’s MEL approach.
- Ensure coherence across the MEL approach for the IOC’s flagship projects, investment into the sport and Olympic movement, and collective action initiatives contributing to sustainable development through sport, managing aggregation and shared measurement approaches.
- Oversee the ongoing adoption and utilisation of a centralised monitoring, evaluation and impact measurement system (Amp Impact) by internal departments and external collaborators.
- Manage the delivery of the IOC’s internal and external capacity building and institutional development interventions related to monitoring, evaluation and learning.
- Lead the provision of technical assistance and support to external collaborators and IOC Departments aimed at enhancing monitoring, evaluation and learning capability.
Insight generation, knowledge exchange and reporting
- Oversee the IOC’s contribution to shared measurement, collective learning and the joint research initiatives focused on the contribution of sport to sustainable development, working with collaborators across the UN and multilateral system, development financing, civil society and for-purpose business.
- Coordinate the production and dissemination of knowledge and technical products produced through the IOC flagship and collective action initiatives.
- Manage, deliver and facilitate forums, knowledge exchange and the development of a community of practice of IOC’s collaborators working to build a better world through sport.
- Coordinate internal and external reporting on behalf of the Olympism365 Department.
Team Leadership, Management and Coordination
Lead the IOC’s Olympism365 Impact Measurement Team, managing two direct reports and supporting two additional cross-departmental monitoring and evaluation leads.
Coordinate, engage and support the monitoring and evaluation approach of internal departments who contribute to the implementation of the IOC’s Olympism365 strategy, fostering a commitment to shared measurement, scaled insight generation and iterative learning.
Contribute to the management and facilitation of the Olympism365 Leadership Group, Inter-Departmental Coordination Group and Departmental Senior Management Team.
Create a motivating team environment, open communication and high levels of performance across these functions.
Eligibility criteria:
- Post Graduate degree or equivalent in public policy, development economics, public health, international development or related degree programme.
- 10+ years’ experience in social policy, international development and/or sport for development with a focus on results based management, impact measurement and social value assessment.
- Lived experience in developing country contexts is highly desirable.
- Working knowledge of the Olympic movement and international sport is desirable.
- Excellent oral and written skills including capability to manage and produce institutional and external reporting.
Technical, organisational and personal competences
- Demonstrated success designing and implementing complex monitoring, evaluation, research and learning systems across multiple countries and contexts.
- Excellent knowledge of Results Based Management, monitoring and evaluation and learning, social impact measurement and research methodology.
- Expertise integrating technological solutions and complex MEL systems including demonstrated success using enterprise measurement systems to manage complex data sets.
- Demonstrated success overseeing technical assistance and capacity building programmes with a focus on strengthening MEL and impact measurement approaches,
- Applied understanding of the UN and multilateral system, development financing and civil society.
- Ability to develop, build and strengthen complex partnerships with a diverse range of stakeholders.
- Good communication and influencing skills with an ability to distil and articulate complex issues to support individual and institutional capacity building.
- High intercultural competence and ability to adapt to a dynamic and multicultural environment
- English is a must; French and/or Spanish would be an advantage.
