Associate Specialist, Allocation - GL C - Temporary until December 2025
The Global Fund’s allocation model determines the funding amounts available to eligible countries for each replenishment cycle to fight HIV, TB and malaria. Every three years, the allocation methodology is reviewed to evolve with changing epidemiological and economic contexts and to reflect new data and other information. Work is underway to update the methodology for the 2026-2028 cycle.
The Global Fund is seeking an Associate Specialist to join the Allocation Team for the allocation methodology review and implementation to produce final allocations. The Associate Specialist would work closely with other team members to prepare high-quality quantitative analysis related to the Global Fund’s allocation methodology and prepare materials for senior-level decision-making. This role requires using advanced analytical skills and communicating complex issues to a diverse audience.
Key Responsibilities
The key tasks of the Associate Specialist will be to:
- Provide high-quality and timely analysis on specific aspects of the allocation methodology, covering areas such as disease burden, economic capacity and key population needs.
- Draft parts of presentations and papers conveying complex information related to the review of the allocation methodology, for internal briefings, external consultations with partners and decision making by the Board and Strategy Committee. Contribute to developing policy options for updating aspects of the allocation methodology by advising and supporting the team and by preparing quality slides.
- Support the thorough documentation of the allocation workstream, including producing notes of key stakeholder consultations and write-ups of analytical approaches applied.
- Respond to ad-hoc requests from internal stakeholders on allocation data and analysis.
- Contribute to the compilation and review of data for the qualitative adjustments process to finalize the allocations.
- Support the implementation of the allocation model to produce and communicate final allocation funding amounts.
- Demonstrate a high level of confidentiality and integrity in processing important data

Qualifications
Essential:
- Bachelor’s degree in global health, development, economics, or other quantitative discipline
Experience
Essential:
- At least two years of experience in international development or global health
- Excellent quantitative and analytical skills; at least three years’ experience producing analysis from complex datasets
- Sound judgment with ability to apply strategic thinking and high-quality advice based on complex analysis
- Excellent communication skills
- Excellent skills in PowerPoint and Excel
Desirable:
- Experience in policy development
Competencies
Languages:
An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
