The International Olympic Committee (IOC) is the guardian of the Olympic Games and the leader of the Olympic Movement.A truly global organisation, it acts as a catalyst for collaboration between all Olympic stakeholders, including the athletes, the National Olympic Committees (NOCs), the International Sports Federations (IFs), Organising Committees for the Olympic Games, the Worldwide Olympic Partners and Media Rights-Holders. It also works with public and private authorities,including the United Nations and other international organisations.

As the Manager Intelligence and Investigations - OM Unit PMC you will be working within the Olympic Movement unit on the prevention of the manipulation of the competitions while supporting the various activities within Pillar 3 (Intelligence and Investigations) and across pillars. You will also be supporting genral activities of IOC Ethics & Compliance department when needed.

Main responsibilities

  • Support the Unit’s key deliverables within Pillar 3 and support the other Pillars (P1: Legislation & Regulations, P2: Awareness Raising & Capacity Building) and the various activities of the OM Unit PMC in the build-up to the Olympic Games, the Youth Olympic Games and various events of the Olympic Movement.

  • Work as part of the team of the Olympic Movement Unit on the Prevention of the Manipulation of Competitions, specifically managing and being responsible for the third pillar ‘Intelligence and Investigations’ of the Unit’s ‘3 Pillar Strategy’:

    • Manage the communication and cooperation with betting entities, the running of the IOC’s ‘Integrity Betting Intelligence System’ (IBIS), including drawing up OM Unit PMC memos, reporting findings of Requests for Information (RFI), supporting investigations of IFs, IBIS onboarding, and any technical updates relevant to IBIS.

    • Manage the case management file of IBIS alerts to keep track of the exchange of information and relevant communication with the Unit’s ‘Single Points of Contacts’ (SPOCs) from both sports and betting organisations, including case updates with Unit’s cooperation partners.

    • Manage the Unit’s Competition Manipulation Database and its comprehensive BI reports to continue to build intelligence for the Olympic Games and use it to support the Unit and IFs.

    • Manage the Unit’s OSINT Hub to exchange open-source information concerning allegations of competition manipulation/breaches of the OM Code PMC with the stakeholders, including IFs, NOCs, betting entities, law enforcement entities, etc.

    • Manage the P3 directory of SPOCs and work with other IOC departments where necessary.

    • Manage the IOC Reporting Mechanism reports regarding competition manipulation, including keeping track of the case management, e.g. forwarding reports and relevant communication with the Unit’s SPOCs.

    • Coordinate the monitoring of the Olympic Games and other relevant events of the Olympic Movement, including e.g. Continental Games and conduct pre-activation with betting entities before and during these events.

    • Organise betting data for these events, including the Olympic Games, conduct and distribute Risk Assessments before the Games with the support of the Unit’s partners and producing and distributing post-Game reports.

    • Manage the P3 external SharePoint site and relevant onboarding process.

    • Coordinate entering into and signing various agreements with IFs and betting entities such as e.g. cooperation agreements and data-sharing agreements

  • Work closely with pillars 1 and 2, support the creation of educational tools, be available to deliver presentations at workshops, events and webinars.

  • Support the IOC Ethics & Compliance Office where necessary, e.g. for the organisation of the ‘International Forum for Sports Integrity’ with regards to matters connected to the manipulation of competitions.

  • Support the Unit in its daily administrational and organizational tasks where necessary (e.g. purchase processes, contract management, room booking, online registration, travel arrangements, office supplies, etc.).

Our requirements

  • University Degree.

  • 2-4 years of experience within the sports betting sector and solid understanding of the eco-system.
  • Solid understanding of the Olympic Movement and commitment to the Olympic values.
  • Experience working within a national and/or international sport organization would be a plus.
  • Experience within an integrity body and/or educational/awareness raising topics would be an asset.
  • English is a must, knoweldge of other languages would be an asset.

  • Literacy in IT products, analytical skills and excellent knowledge of Microsoft Office software (Word, Excel, PowerPoint, Sharepoint and Outlook) are a must.
