The Programmatic Monitoring Department (PMD) has been established to support and strengthen in-country and internal data infrastructure, collection, processing and analytics with the ultimate goal of strengthening data-use for decision-making and driving better programmatic outcomes. PMD operates as a service provider for the wider organization, responding to the different analytical needs of teams, providing both routine and ad hoc programmatic data visualization, reports, analytics and insight. Key customers for PMD include Grant Management Division (GMD), Technical Advice and Partnerships (TAP), Strategy and Policy Hub, Access to Funding and Risk.

The Manager, Programmatic Monitoring and Data Use will design and implement the vision for and manage a new team within PMD responsible for providing programmatic analytical capability to the wider organization in response to different user needs, and for promoting data use for decision-making. The Manager will report to the new Head, PMD and will be responsible for managing a team of Specialists and Senior Analysts, and matrix managing a team of Senior Specialists.

The Manager will be responsible for building close working relationships and ensuring collaboration with, as well as influencing, a wide range of senior stakeholders across the organization. The Manager will have a broad and deep understanding of the Global Fund’s different data sources, IT infrastructure, data sets and decision-making processes and be able to identify and respond to gaps and opportunities. The Manager will also understand the various inter-linkages between departments, differing perspectives and areas of interest, and be able to effectively navigate these, and prioritize, to deliver on departmental and organizational priorities. The Manager will require excellent senior stakeholder management and influencing skills, strong people management and communication skills, excellent analytical and data visualization skills, as well as strategic and conceptual thinking.

Key Responsibilities

Team and capability building

  • Design and implement the vision for the new team.
  • Implement the team structure of the new Programmatic Monitoring and Data Use team, building team capabilities, cohesion and effectiveness, through a combination of ongoing team building, strategic and day-to-day guidance and oversight.
  • Develop and implement a plan for ramp up and operational capacity building of the team that aligns with user and organizational priorities and helps promote business continuity.

Analytical deliverables

  • Drive and guide the design, content and execution of routine and ad-hoc programmatic and cross-cutting analysis, presentations, and reports, including working closely with users to ensure deliverables align with their needs. There will be a particular focus on driving insight from analytics.
    • Deliverables will include routine and ad hoc analysis for GMD Directorate, TAP, the Portfolio Performance Committee, the C19RM Investment Committee, the Management Executive Committee and the Global Fund’s Board and Committees.
  • Work closely with users at all organizational levels, including senior stakeholders, but also other functional teams including IT, to oversee and guide the design, maintenance, and continuous improvement of analytical and data visualization tools. This will involve:
    • Establishing a strong network of relationships with senior stakeholders and representatives of different user groups to understand, prioritize, and respond to user needs, as well as a strong focus on end-to-end project management; and
    • Having a comprehensive understanding of the Global Fund’s data and IT ecosystem, existing interoperability between data and systems and opportunities.
  • Work closely with the wider PMD and PMRD on other data-related initiatives including helping to drive forward and ensure the success of initiatives including the Data Marketplace, Analytical Platform and interoperability initiatives.

Data quality

  • Drive a continual focus on data quality within the team underpinned by appropriate business processes, as part of the broader work of PMD to drive-up data quality internally and in-country.
    • This includes providing supporting analysis, establishing feedback loops, and contributing to the design and implementation of systems-based data quality controls.

Data use

  • Operationalize the PMD vision for strengthened data driven decision-making, by building clear linkages between PMD analytics and decision-making platforms and promoting data use. This will involve:
    • Close collaboration with users and other functional teams to oversee the design and implementation of business process changes that strengthen support to users, underpinned by clear accountabilities; and
    • Establishing routine collaboration with other functional teams to generate cross-cutting analysis that brings together programmatic data with data from other functions, including Finance and Supply Operations.

Strategic and operational advice

  • Act as an organizational thought leader and subject matter expert on programmatic analytics and monitoring.
  • Manage or provide strategic and operational input into key initiatives linked to strengthened programmatic monitoring.
    • Initiatives will include, but are not limited to, the integrated data management model and supporting workstreams, strengthening the internal IT infrastructure for data management, analytics and use, as well as improving data flows between implementing countries and the Global Fund.
  • Be a trusted advisor to the Head, PMD and the Chief Risk Officer (CRO) and Head, PMRD as well as other senior stakeholders on different aspects of programmatic monitoring and use.
  • Represent the Head, PMD and the CRO and Head, PMRD at relevant Steerco and other meetings with senior leaders.

Stakeholder and team management

  • Manage relationships with, and influence, senior stakeholders from across the organization, working to respond to emerging challenges and unblock bottlenecks.
  • Manage a high performing team of direct reports comprising of Specialists and Senior Data Analysts, as well as managing a wider virtual analytics team also comprising of Senior Specialists.
  • Ensure on-time delivery of high-quality products and oversee the continual prioritization and re-prioritization of work to respond to evolving organizational needs.
  • Promote a culture of operational excellence and continuous improvement, positioning the analytics team as an example of best practice in the programmatic analytics space and trusted partner to other departments.

Qualifications

Essential:

  • Advanced university degree in public health, statistics, data science, business or a related field. 

Desirable: 

  • Certification in Tableau for business intelligence or Power BI.

Experience

Essential:

  • Extensive professional experience working in a large organization in a managerial role focused on performance monitoring, quantitative analysis, business intelligence or data science.
  • Experience successfully building and leading teams in a complex organizational environment.
  • Experience working on, and ideally leading, IT driven business projects.

Desirable:

  • At least 10 years professional experience working in a large organization in a leadership role focused on performance monitoring, quantitative analysis, business intelligence or data science.
  • Experience working in public health with a focus on programmatic monitoring of at least one of the three diseases (HIV/AIDS, tuberculosis, malaria) and / or systems strengthening. 
  • Experience working in the international development sector.
  • Solid understanding of Global Fund processes.

Competencies

Languages:

  • An excellent knowledge of English. Knowledge of other languages would be an asset. 

Technical and Other Competencies:

  • Expert knowledge of R or Python, analysis techniques, and concepts, and the ability to guide the application of these to deliver data solutions tailored to user needs.  
  • Expert knowledge of working with multiple and complex datasets to produce quantitative analysis.
  • Ability to apply sound knowledge of epidemiology, public health and disease program management to bring analytical insight.
  • Ability to communicate complex ideas and concepts with stakeholders from different backgrounds and at all organizational levels.  
  • Ability to influence and collaborate with senior stakeholders.
  • Excellent written and verbal communication skills, including the ability to tailor information to reflect different levels of technical understanding and audience needs.
