La direction des finances est un service transversal de l'Université de Genève, composé de 57 collaborateurs et collaboratrices avec un budget total de 850 millions de francs, dont 606 millions de francs proviennent de l'État (Canton de Genève, autres cantons et Confédération), réparti sur 602 centres financiers et 4'824 fonds institutionnels, chacun de ces fonds faisant l'objet d'une budgétisation, d'un rapport financier au bailleur ou d'un reporting particulier.
Les principales missions du poste s'articulent autour de la gestion financière, y compris la trésorerie, l'établissement des états financiers consolidés et des budgets, l'édition (diffusion) et la promotion des règles de gestion financière et le développement du contrôle interne.

Mission of the Position within the Organisation
The Finance Department is a transversal service of the University of Geneva, composed of 57 employees with a total budget of 850 million Swiss francs, of which 606 million Swiss francs come from the State (Canton of Geneva, other cantons, and the Confederation), distributed over 602 financial centres and 4,824 institutional funds, each of which is subject to budgeting, financial reporting to the funder, or specific reporting.
The main missions of the position revolve around financial management, including treasury, preparation of consolidated financial statements and budgets, the publication (dissemination) and promotion of financial management rules, and development of internal control.
Financial Policy
- As a member of the management committee associated with the Rectorate, the Director participates in the development of institutional policies
- Develops, proposes, implements, and is responsible for the implementation of the organisational concept of finance at the University, considering the institution's missions, its activities, available resources, and internal legal or financial standards (IPSAS Standards)
- Is responsible for the presentation of consolidated financial statements, multi-year financial planning, and the establishment of analytical accounting. Oversees the payment of salaries and social security (approximately 3,000 people)
Financial Advice / Expertise
- Advises the Rector and the Rectorate on financial and regulatory matters and professors in their relationships with funders
Positioning with the State of Geneva
- Ensures financial and budgetary reporting according to applicable laws and agreements
- Collaborates with the heads of the finance department of the State of Geneva, the DIP Département de l'instruction publique (Department of Public Instruction)
- Is responsible for implementing federal and cantonal laws, regulations, and the policy of the Council of State of the Republic and Canton of Geneva for the University in the field of higher education
Management of IS Finances-related Projects
- Member of the Steering Committee for Information System (IS) projects
- Ensures the proper definition, adequate design, correct implementation, and effective deployment of financial IS projects
Management Control and Internal Control System
- Designs the internal control system for the Finance function using dashboard tools and budget control
- Acts as the contact point for fiduciaries for the annual audit and participates in the work of the Audit Committee as an invited guest
Management and Supervision of the Accounting and Financial Management Division
- Exercises the delegated authority of the Rector over all services under their responsibility (accounting service, analytical accounting, budget and budgetary control, grants and inventories, payroll and social security)
Representation
- Collaborates closely with relevant bodies, both internal (Rectorate, Rectorate-Dean group, Rectorate-Administrators group, Treasury Oversight Committee, Audit Committee, etc.) and external (auditors, Court of Auditors, Internal Audit Service of the State of Geneva, Finance Department, DIP Département de l'instruction publique, Confederation, etc.).
Responsibilities
1. Budget and Financial Statements
- Is responsible for the preparation of financial statements, annual budgets, and multi-year financial planning
- Oversees the financial plan of the performance agreement and the annual budget, allocates resources, and anticipates risks
- Ensures the monitoring of financial movements through analytical accounting and financial indicators
- Supervises, develops, and adjusts the internal budget control system
2. Leadership
- Directs all activities of their function
- Ensures the establishment of salaries and social security contributions and the application of legal and budgetary standards
- Anticipates, develops, coordinates, and improves annual and four-year budget processes
- Organises and coordinates internal and external audit missions in their services
- Guarantees optimal management of treasury and insurance portfolios
- Ensures the establishment of the overall and detailed situation of expenses and incomes
- Monitors all matters related to federal and cantonal subsidies and ensures that the University benefits as much as possible from them
3. Financial and IT Projects
- Ensures the quality, reliability, and integrity of financial and accounting information by participating in the development of the information system architecture in collaboration with the IT division
- Supervises the correct application of international accounting standards (IPSAS) according to applicable laws
- Develops the financial agreements of the University with the Canton for the Rectorate
- Creates and/or leads and/or participates in working groups (e.g., implementation of financial IT tools)
4. Interface with the Rectorate
- Occasionally participates in Rectorate meetings
- Informs the Rectorate and relevant stakeholders of budget monitoring and any discrepancies observed or anticipated
- Carries out all tasks or specific mandates as requested by the Rector, the Rectorate, or on their own initiative
5. Representation
- Responds with the Rectorate before political bodies. Defines, coordinates, and ensures follow-up on corrective actions decided
- Chairs the 5 property companies of the University Park (100 apartments)
- Represents by delegation the institution and/or the Rector during meetings or events
- Participates in or leads specific meetings in the field of activities
6. Team Management
- Hires and supervises the managers and staff directly attached to them
- Sets institutional objectives with the Chief Accountant and service managers and evaluates their expectations
- Continuously communicates information about ongoing projects and new developments to managers
- Directs the training plans for managers in the accounting and finance fields, and defines with them the training needs of University employees and members
- Ensures motivation, engagement, and efficiency of their staff/teams for optimal resource utilisation
Prerequisites
- Full university education (SES, HEC) or accounting expert diploma
- Postgraduate degree in management (MBA) or public administration (MPA) preferred
- 8 to 10 years of professional experience in a financial management position or equivalent with key areas: internal control, information systems, budget/financial management, auditing
- Experience in managing cross-functional projects
- Demonstrated experience in team management
- Knowledge of the laws and regulations of the Canton of Geneva in the financial field (LGAF, LSFAG, LIAF, REEF) and federal laws (LEHE)
- Knowledge of methods and tools necessary for project management
- Leadership and participatory management, political and strategic sense, ability to propose solutions, interpersonal skills, diplomacy, broad and transversal vision
- A good knowledge of Geneva's public institutions and the functioning of the University would be an asset
- Fluent in French and English, both spoken and written (C2)
- Good knowledge of German (B2)
