Policy Analyst, Tax and Investment

This position is open to candidates resident in countries in the CET or similar time zone. Preference will be given to candidates located in one of IISD’s EU payroll countries: Germany, Portugal, UK.

IISD’s Economic Law and Policy (ELP) Program is devoted to supporting the elaboration and improvement of economic governance frameworks and tools that support the achievement of sustainable development objectives. ELP does so by developing research outputs, providing training and capacity support to the relevant stakeholder groups, organizing conferences and dialogues, and various other approaches. Increasingly, our work involves a dedicated “virtual” component, both in terms of the events we deliver and the communications and outreach efforts we undertake. Our team includes lawyers, economists, policy analysts, and journalists, among others, who are located across various countries and world regions.  


Scope


IISD recently launched a new workstream on Tax Incentives and Sustainable Investment. It is a joint initiative of IISD’s Tax and Investment Law and Policy programs. Our goal is to provide developing country governments with in-depth, multi-disciplinary support to evaluate and reform incentives as an investment promotion tool. To achieve this goal, we are combining our unique tax, investment, and sectoral expertise to produce challenging research and practical guidance to support the revision of incentives and the underlying investment architecture. We are strengthening the capacity of developing countries to reform incentives and legal and policy investment frameworks coherently and leveraging our ability to convene tax and investment policy-makers to build a dialogue on investment incentives. The successful candidate will support the development of the new workstream. They will contribute to the development of cutting-edge research and practical guidance for governments, the delivery of technical assistance programs, and outreach with key partners and stakeholders.

 

Key responsibilities include:



  • Contributing to evidence-based, policy-oriented research on tax incentives and investment.

  • Contributing to the delivery of technical assistance on tax incentives and investment.

  • Supporting fundraising efforts for the general needs of the program.

  • Supporting monitoring, evaluation, and reporting for all aspects of the program.

  • Supporting other joint activities of IISD’s Tax and Investment programs where relevant.

 

Detailed Description of Responsibilities:


Strategy and Vision


  • Support IISD staff to implement our strategy for Tax Incentives and Sustainable Investment.

  • Contribute to the wider work of the Tax and Investment Law and Policy programs and IISD.

 

Fundraising


  • Contribute to fundraising efforts for the new workstream.

 

Technical Assistance


  • Support the delivery of capacity building and technical assistance for governments on tax incentives and sustainable investment, including interactions with international tax reforms.

  • Supporting the delivery of capacity building and technical assistance for governments on investment laws and sustainable investment.

 

Research and Knowledge Products


  • Contribute to the delivery of research and knowledge products.

  • Track the latest developments related to tax incentives and sustainable investment, including emerging trends, policy changes, and interactions with international tax and investment regime reforms (e.g., the global minimum tax and the United Nations Convention on Tax.)

  • Contribute to the development of presentations to promote, communicate, and share ideas, policy recommendations, and research findings through a variety of mediums.

 

Influencing and Convening


  • Support IISD staff to engage and collaborate with a variety of actors and stakeholders to influence the design of tax and investment governance norms and standards, including interactions with international tax and investment regime reform processes.

  • Contribution to organizing webinars, meetings, and public consultations where required.

 

Communications and Outreach


  • Support IISD’s Communications team to communicate the work of the workstream.

  • Contribute to annual reports and other corporate publications.

 

Operations and Project Management


  • Evaluate and report on all tax and investment activities.


Ideal Candidate Profile

 

Knowledge and Qualifications


  • An undergraduate degree in law, or public or social policy.

  • 2–3 years of experience working in investment law and policy, tax, and international tax.

  • Demonstrated excellent writing and communication skills.

  • Strong grasp of investment, tax, and mining law.

  • Excellent English language skills (written and spoken).

  • Conversant in one other language (French, Spanish).

  • Commitment to IISD’s vision for sustainable development.

  • Strong analytical, research, and writing skills in English.


  • Strong writing skills and oral communication skills in English.

  • Flexibility and adaptability to work effectively across different topics and themes at the same time and to pick up knowledge on new topics quickly.

  • Ability to work on own initiative and under minimal supervision.

  • Strong commitment to the ideals, values, and mission of IISD.

 

Ideal


  • Knowledge of the global minimum tax and other relevant international reforms and issues.

  • Experience with quantitative data analysis.


  • French and/or Spanish language skills are highly desirable.

Candidates must hold an appropriate work authorization for locations where they expect to be based, without any sponsorship from IISD.
