These rules, based on the Lugano Charter, aim to reconcile the quest for performance with rider safety, ensuring the fairness of competition – in particular the primacy of athletes over machines – and preserving the essence of cycling, while at the same time making the most of the advantages that technological evolutions can offer.
In particular, the Equipment Manager's mission is to monitor all types of technical innovation in cycling, update the rules and procedures governing equipment, and ensure that these are applied and properly understood by the parties concerned, all while liaising with the cycling industry and other stakeholders in the sector.
