II. Organizational Context and Purpose for the job

UNICEF works around the world, including in some of the hardest-to-reach places, to help children grow up healthy and happy. UNICEF supports primary health care, especially at the community level, to help achieve universal health coverage. UNICEF helps countries develop resilient health systems that can withstand crises, and provide frontline support in places affected by conflicts, natural disasters, migration, urbanization, and political and economic instability.

As the conflict in Sudan continues, children are bearing the biggest brunt. Millions have fled their homes and are displaced in the country and across the borders. Currently, 50 per cent of the total population - more than 24.7 million people, almost 14 million of whom are children, are in need of humanitarian assistance. Children have endured months of uncertainty, trauma and violence. The current situation in Sudan is a deepening children’s crisis, severely putting at risk the future of the country and heavily affecting the wider region.

UNICEF as a key partner to the Federal Ministry of Health is implementing a Sudan Health Assistance and Response to Emergencies (SHARE) project funded by World Bank International Development Assistance (IDA). SHARE is a joint project implemented by UNICEF and WHO to ensure provision of health and nutrition services in Sudan.

Purpose of the job:

Under the direct supervision of the Health Manager (Programme Manager SHARE), the incumbent will provide overall technical leadership, partner management and overall guidance to the development, planning, implementation, monitoring and evaluation and administration of the SHARE Primary Health Care (PHC) component. Accountable for effective technical and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve strategic priorities and objectives and expansion of UNICEF interventions, including the attainment of CO targets and SHARE Result Framework.

III. Key functions, accountabilities, and related duties/tasks:

• Programme Planning the SHARE and Health and Nutrition Teams have a well-defined workplan, realistic and prioritised M&E plan of monitoring and evaluation activities, developed collaboratively that provides all the relevant and strategic information needed to manage the World Bank Grants
• Performance Monitoring and Review and Evaluation. The monitoring and review functions of the SHARE are well defined to assess implementation progress towards meeting the World Bank Grant Agreement.
• Technical Assistance and Capacity Building. The programme team is provided with sound technical guidance and capacity building to meet expectations and requirements for SHARE.
• Coordination and Networking. The Project is linked to UNICEF office wide Health and Nutrition developments in ways that both contributes to and benefits from organizational learning on effective programme management.

Key End-Results Expected

Programme Planning

• Timely sectoral analysis, input, support, and coordination contribute to the Situation Analysis and its periodic update for effective project planning, development, and management, in partnerships with key stakeholders.
• Quality contributions are made to the development and implementation PHC strategies and approaches through participation and collaboration with internal and external partnership for SHARE.
• SHARE work plan and objectives are developed, implementation support is effectively provided, and planned results are timely delivered in consultation with all Field Offices, other sections and relevant partners.

Programme Performance Monitoring and Review and Evaluations.

• Technical support is provided to field offices, authorities, implementing partners and all other partners at various stages of the project implementation, monitoring and evaluation, including capacity building of authorities’ personnel and beneficiaries.
• Required programme/project reports are timely prepared and shared with relevant stakeholders as required in compliance with the established guidelines and procedures.
• Lead and facilitate preparation for the regular PHC programme reviews including reviews with WB and independent and third-party monitoring programme requirements through development of systems and tools to manage the third-party monitoring of aspect of the project.

Technical Assistance and Capacity Building.

• Provide effective technical assistance and capacity building support in the development, implementation and management of the PHC component of SHARE and efficient communication is provided in building technical partnership with collaborative agencies and implementing partners .
• UNICEF, authorities and implementing partners accountability is ensured for programme implementation, supply and non-supply assistance, disbursement of programme funds for SHARE and Partner management.
• Advises on data collection methodologies and research related to Health programme interventions, and the introduction of new approaches and methods in project monitoring and evaluation.

Coordination and Networking.

• Take an active role in planning, monitoring and evaluation of the programme including support to the identification, prioritization, conduct and quality assurance of interventions. Coordinate with authorities, partners and UN agencies on planning and monitoring and evaluation of the programme.
• Facilitates and contributes to the programme review, implementation support and programme monitoring and review missions.

IV. Impact of Results

The efficiency and efficacy of support provided by the Health and Nutrition Specialist provides technical leadership, guidance, and direction for SHARE PHC programme development, design, planning, implementation, and administration of specific project activities within the country office. This in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to continue to provide programme services to protect the rights of children, and to promote greater social equality to enable them to survive, develop and reach their full potential in society.

To qualify as an advocate for every child you will have…

The following minimum requirements:

Education: Advanced University Degree in in Public Health and Nutrition, Medicine, Child Development, Community Development, or other relevant disciplines

Experience: Five years of professional work experience in health programme development and implementation activities as follows:

Professional work experience in primary health care programmes is an advantage.

Experience working in emergency environments is a requirement.

Previous experience with WB or IFI projects is desirable.

Active involvement in a humanitarian crisis response programme preferred.

Language Requirements: Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
