Line managers are expected to handle HR tasks without clear expectations, KPIs, training or support, causing inconsistencies across departments. That said, line managers do not have any say in HR decisions. Work environment varies from department to department, from friendly to passive aggressive. General feeling is that employees are not taken care of.
