Electronic Monitoring Specialist (also suitable for profiles from technology, criminal and measures enforcement or security) 80 - 90%Correctional Services and Reintegration (JuWe) is part of the Directorate of Justice and the Interior of the Canton of Zurich and employs around 1,400 women and men from diverse professions. JuWe is primarily responsible for the enforcement of court judgments and the execution of pre-trial detention. For JuWe employees, preventing recidivism and the successful social reintegration of offenders is of particular importance.
The Probation and Enforcement Services (BVD) are one of seven main departments of JuWe and are responsible for the enforcement of prison sentences and court-ordered measures as well as probation assistance. You make an important contribution to crime prevention and the social integration of offenders.
The Department of Alternative Sentencing / EM Enforcement Office (ASV/EM) carries out sentencing in the special enforcement forms of community service (GA) and Electronic Monitoring (EM). As the EM enforcement office, ASV/EM is responsible for the implementation of electronic monitoring in criminal and criminal procedure law, juvenile criminal law, civil law, and internal security law.
For the ASV/EM department, we are looking for an innovative, solution-oriented, and sociable personality starting April 1, 2026, or by agreement.
Your area of responsibility
- You independently manage EM cases and official conditions in the EM system and control the entire EM enforcement from planning to completion
- You independently install electronic monitoring in enforcement institutions or together with a partner in the private environment of clients, attach the electronic ankle bracelet to the monitored person's ankle, commission the devices, perform function tests, and personally instruct the monitored persons
- You assess the technical feasibility of electronic monitoring, prepare recommendations for suitable conditions (e.g., area bans, area or house arrest, and alcohol monitoring), advise procedural leaders or authorities professionally, provide information, and answer telephone and written inquiries
- You check and assess incoming EM alarms and technical messages daily, maintain files, monitor deadlines, and report relevant events to the responsible offices
- Together with another specialist, you support and assist around 75 system users in the Canton of Zurich, are responsible for device and material management, billing, support, user administration, and data deletion, handle technical issues with the system operator, and actively contribute to the further development of electronic monitoring in the Canton of Zurich
- You work closely with internal clients within the Probation and Enforcement Services as well as with external partners – especially public prosecutors, courts, and juvenile prosecutors – and ensure smooth implementation of EM enforcement in an interdisciplinary environment
Your qualifications
- You have completed a basic vocational training EFZ in commercial or technical-craft fields (3–4 years) and have at least three years of professional experience
- Ideally, you have experience in the justice or security sector. Experience with mandatory clients and/or supporting people in challenging life situations is a plus
- You are proficient in using digital systems, have interest and willingness to work with the electronic monitoring system, and have a good understanding of map representations for assessing locations
- Good written and spoken German skills. Good English skills are required; additional language skills are an advantage
- You work independently, are proactive and organized. You remain resilient even in stressful situations
- You have a category B driving license and the necessary mobility for EM installations at clients' homes, enforcement institutions, or authorities (travel partly by car)
