About the job
The Ombudsperson's office is an independent contact point for concerns and complaints against the city administration. It reviews administrative actions and contributes recommendations to improve procedures and processes. We are looking for an honest individual – with the option of a later increase in workload and taking on leadership responsibilities.
Your tasks
- You review complaints from residents and organizations against the city administration.
- You clarify whether the administration's actions were lawful, appropriate, and adequate.
- You investigate concerns and conflicts between the population and the administration independently and neutrally.
- You formulate recommendations to improve procedures, processes, and administrative decisions.
- You provide information and advice to those seeking guidance (city employees and citizens of the city of Lucerne) on administrative matters.
- You contribute to promoting transparency, fairness, and trust in the relationship between the population and the city administration.
- You take on moderation in conflict situations.
Your profile
- You have a university degree (preferably in law, political science, or administrative science) or a comparable qualification.
- You bring solid knowledge of public administration and ideally public law.
- You have several years of professional and leadership experience, preferably in the public sector.
- You act independently, with integrity, and have a strong understanding of neutrality and impartiality.
- You possess high social competence, negotiation skills, and strong abilities in conflict resolution and mediation.
- You communicate confidently in German, both orally and in writing.
- You work analytically, solution-oriented, and maintain an overview even in demanding situations.
