- The SIEN is responsible for the IT of the State and its partners (municipalities, schools, health, social and parapublic sector). It defines the IT strategy with its partners, studies needs, proposes overall IT concepts, and provides a range of services for all public communities in Neuchâtel.
- As a Business Analyst, you play a key role by ensuring the link between technical teams and the justice and police sectors. You analyze, formalize, and optimize functional requirements to actively contribute to the development of the cantonal information system. Additionally, you ensure the success of strategic projects such as replacing the judicial case management tool or complying with federal digital standards. In response to user needs, you organize and lead business workshops, then proceed to write clear and validated functional specifications. While ensuring compliance with applicable laws, regulations, and standards, you formalize processes, define use cases, and ensure functional coherence with IT architects. Your project support extends from solution selection to change management with users. Furthermore, you act as a reference and maintain active monitoring of both business practices and IT solutions in the justice and police domain to propose continuous improvements.
- Holder of a higher education degree (bachelor, master, or equivalent) in a field relevant to the role, you have proven experience in business analysis, ideally in a judicial, police, or administrative environment.
You master judicial case management tools, public security support solutions, and place particular importance on security as well as data confidentiality.
You are capable of modeling processes (BPMN) and systems (UML) and writing functional specifications for technical teams. You apply BABOK principles, are comfortable with project methodologies (Agile or V-model), and also have experience in managing, writing, and executing functional, business, or interoperability tests.
Endowed with excellent oral and written communication skills, analytical and synthesis abilities, listening skills, and diplomacy, you are results-oriented and committed to public service.
Finally, you know how to collaborate with diverse profiles while simplifying processes and deliverables to facilitate stakeholder buy-in.
