The position is attached to the Real Estate Department (DI), which is responsible for defining a real estate portfolio strategy, developing coherence in the monitoring of major projects according to the 2022-2040 hospital master plan, in strong partnership with the main State services attached to the Department of Territory, the Department of Infrastructure, and the Department of Health, optimizing the monitoring of surfaces and future planning, while ensuring the smooth operation of services. More than 230 professionals carry out their missions daily with constant rigor, a sense of service, and environmental responsibility.
Job Description
As a Project Management Officer (PMO), you work closely with the heads of the owner and delegated project management poles of the Real Estate Department to schedule and coordinate the institution's real estate project portfolio. You are responsible for managing a complex project portfolio due to its diversity, volume, and operational continuity requirements, in which you bring specialized expertise in organizational and/or technical engineering. Thanks to your analytical and planning skills, you identify, qualify, and deploy projects in line with strategic priorities while ensuring their management, monitoring, and reporting.
You manage and monitor the real estate project portfolio, ensuring alignment with the institutional strategy and elements of the real estate master plan in close collaboration with all stakeholders.
You provide methodological and organizational support to project managers in managing their projects (request qualification, impact and interdependency analysis, monitoring tools, dashboards, documentation control, etc.).
You organize the planning and scheduling of portfolio projects, ensuring efficient resource management and maintaining infrastructure availability for the institution's needs.
You ensure the operation of the project management office and the portfolio management related to real estate governance.
You facilitate coordination among different stakeholders and support change management.
You optimize and maintain project governance processes.
Qualifications
You hold a university degree at the Master’s level (or equivalent) in civil engineering, engineering, architecture, or a relevant field, complemented by a certified project management training and a minimum of 7 years of experience in a project and portfolio management environment.
You have proven experience in managing complex project portfolios or complex projects.
A project management certification (HERMES; IPMA, Prince2, or PMI) and proven PMO experience in the construction or real estate sector will be favored.
Knowledge of ISO 55001 is an asset.
You possess excellent analytical, negotiation, and communication skills.
You master PMO methods and tools, portfolio management, and project governance, including computerized project portfolio management (PPM). You have experience in project structuring, planning, workload assessment, and managing interdependencies.
You demonstrate autonomy, diplomacy, a sense of teamwork, and the ability to interact with diverse stakeholders.
You show strong versatility and adaptability to varied contexts.
Your organizational skills, rigor, pragmatism, and ability to work in a complex environment are recognized competencies.
Good oral and written knowledge of English or German, in addition to your perfect command of French, is an asset.
