The Protection & Intervention Winterthur (SIW) department consists of fire brigade and civil protection and employs around 70 staff members. The main civil protection department has a powerful civil protection organization with around 500 protection service personnel and is also responsible for the Ohrbühl training center and structural civil protection. For the operational management of the Civil Protection Shelters team, we are looking for a committed, structured, and responsible leader starting May 1, 2026, or by agreement. In this role, you are responsible for the legal implementation of the federal mandate for structural civil protection in Winterthur. You lead a specialist team, manage procedures in shelter construction, ensure the operational readiness of shelters, implement the shelter strategy and the implementation measures of the city of Winterthur, thereby directly contributing to the reduction of the shelter space deficit. Furthermore, as a civil protection operations leader, you are capable of leading a disaster operation with up to 250 protection service personnel within the legal deadline.Your Tasks
- Personnel management and coordination of the Civil Protection Shelters team including leadership of four employees
- Ensuring legal requirements for shelter construction obligations, including building applications, permits, replacement fees, and cooperation with the cantonal Office for Military and Civil Protection (AMZ)
- Overall responsibility for planning, execution, and quality assurance of periodic shelter inspections (PSK) as well as documentation and ensuring the operational readiness of shelters
- Responsibility for maintenance and preservation of value of own protection facilities including planning, organization, and control of maintenance work
- Analysis and handling of complex issues in structural civil protection as well as preparation of decision-making bases
Your Profile
- Basic technical training in construction with further education, e.g., construction technician HF
- Experience with building application processes and interfaces with construction and specialist planners is an advantage
- Leadership experience in civil protection, ideally as a civil protection officer, fire brigade officer, in the army or police
- Very good German skills and efficient use of modern information technologies
- Driver's license category B
