Regulatory and Fiscal Strategy Manager - Policy Strategic Insight
Who are we:
The Regulatory and Fiscal Strategy (R&FS) manager plays a crucial role in the development and execution of strategies across fiscal and regulatory issues such as Tobacco Taxation, Anti-illicit Trade, Supply Chain costs, Combustible and Non-Combustible [RRP] product regulation, and ESG factors, with a focus on market priorities and business impact.
This role requires collaboration with different HQ functions, regions and markets, and involves working on complex projects, prioritizing initiatives with SMART KPIs.
The purpose of the role:
The role supports the R&FS Director in transitioning from reactive strategies to proactive approaches that anticipate and leverage future policy shifts. The incumbent will monitor political, economic, and regulatory developments and turn these insights into actionable plans for the business.
By providing structured insights and overseeing strategic initiatives, the manager helps the team focus on high-impact priorities and advance JTI’s Vision #1.
Around 80% of the manager’s time will be spent on a specific regulatory or fiscal area in close collaboration with the director, while the remaining 20% will involve cross-subject projects and regional collaboration. The role may also involve leading strategic or operational projects, with opportunities to work in new subject areas based on business needs and experience.
What will you do – key responsibilities:
- Analyze political, economic, and social trends to identify emerging issues and potential policy changes that could impact JTI’s business. Track WHO FCTC initiatives, NGO campaigns, and other transnational anti-tobacco efforts, as well as local and national legislative agendas
- Distill research findings into clear, actionable policy insights for internal stakeholders. Prepare high-impact policy briefs, country/regional analysis reports, and presentations that communicate complex information in an understandable way
- Work closely with the Policy Strategic Insights Director and other cross-functional leaders to translate policy intelligence into concrete recommendations and strategies
- Co-create Corporate Affairs strategies with internal stakeholders – including the A&SP and SRC presentations, and ensure that markets understand, buy-in, and feedback into the strategic plans and initiatives – from presentations, to podcasts, to best practices sharing, to wargaming
- Utilize advanced analytics and A.I. tools to enhance our ability to predict and navigate policy scenarios and manage various tasks and projects as they arise and upon manager’s request.
Who are we looking for:
Bachelor’s degree or equivalent
Strong commercial acumen and a track record in developing strategy, insights and driving excellence in execution across a diverse range of issues and projects. Analytical, strategic and critical thinking skills are essential, combined with assertiveness, creativity, and an excellent team-work attitude
Preferably an existing understanding of the different areas of combustible and non-combustible products regulation - from components to packaging, and commercialization (marketing and selling)
A think-forward mindset looking to anticipate regulatory trends and developments. The capacity to assess and communicate different regulatory outcomes, seek trade-offs, and drive win-win outcomes. Good communications skills and excellent ability to distil complex information into a digestible format for different audiences
- The incumbent must be flexible, quick to organize themselves to tackle new or unexpected challenges with short deadlines and be a self-starter
