Department:DSDCEntity:Information Technology Service of the Neuchâtel Entity (SIEN)He defines the IT strategy with his partners, studies the needs, proposes global IT concepts, and provides a range of services for all Neuchâtel public communities.
Activities:You ensure the strategic alignment, coherence, performance, and sustainability of the State's information system. In this capacity, you design, maintain, and break down the overall vision of the SIEN architecture into realistic orientations and evolution plans, ensuring homogeneity between business needs, application solutions, technical infrastructures, data, and the Canton’s strategic directions, while respecting cost, security, and operational constraints. You define target architectures (functional, application, technical, and data), design and maintain the mapping of business processes, applications, data, and infrastructures, and ensure coherence and continuity between the different domains. You ensure architectural governance of projects, validate their compliance with defined principles, support project managers and technical architects in implementing solutions, act as an advisor to business departments and IT governance, contribute to the cultural awareness of employees, and facilitate communication between business and IT teams to sustainably support the digital transformation of the cantonal administration.Desired profile:You hold a higher education degree (HES or university) in computer science, information systems, engineering, or an equivalent field; a master’s degree in enterprise architecture, digital transformation, or information systems management, as well as recognized certifications (TOGAF, ArchiMate, Zachman, or equivalent), are assets. You have 5 to 10 years of proven experience in the field of information systems, including at least 3 years in an architecture role, ideally acquired in a complex, multi-domain, and/or governmental environment, with exposure to major strategic, organizational, and economic challenges. You understand Cloud and cybersecurity issues and have a global vision allowing you to analyze, model, and simplify complex problems. You are recognized for your leadership and communication skills.
