- The SAHA's mission is to enable the inclusion of people living with disabilities (PLWD) within society and to promote their autonomy and self-determination. It guarantees the management of a service system for accommodation, day activities, and outpatient support for people living with disabilities, in situations of addiction or severe social precariousness. It ensures the financing and quality of these services. It ensures orientation within this system to best meet the needs and aspirations of the people concerned.
- Supporting the head of service, you guarantee responsibility and coordination of tasks in the "support and accommodation" domain of SAHA, particularly for monitoring political objectives. You ensure the application of the legal and regulatory framework, participate in the development and adaptation of service directives, and ensure the design and updating of service contracts with partners. In a logic of development and quality, you contribute to the design and monitoring of the planning of service offers in the fields of disability, addiction, and severe precariousness while designing and organizing, in terms of quality, the supervision of institutions. You also lead projects in collaboration with your colleagues and various partners. Furthermore, you ensure the organization and monitoring of pilot projects aimed at diversifying offers and actors, promoting an outpatient shift, and expanding life choices for PLWD. Additionally, you guarantee the monitoring of the Neuchâtel Addiction Strategy and the design of an action plan in collaboration with the Cantonal Addiction Commission (CCA). Finally, you develop communication and promotion actions.
- Holder of a master's degree in social education, social sciences, or an equivalent qualification, you have five years of experience in public or semi-public administration and managing complex projects. You possess good knowledge of the field (disability, addiction, severe social precariousness) as well as proven relational and social skills. Organized and proactive, you have excellent analytical, synthesis, and writing skills.
