QUIMS and New Authority: a school program for a New Authority: Strength through Relationship strong community The concept of the New Authority was developed by the Israeli psychologist Haim Omer and provides a framework for an appreciative and at the same time effective educational partnership between school and parents. The concept is based on the principles of presence, relationship, self-control, support, and reparation. The school is more than just a place of learning. It is a place where young people grow into responsible and confident members of society. This requires a strong community in which students feel comfortable and can learn successfully. At the center of our school program are QUIMS (Quality in Multicultural Schools) and the New Authority. Both approaches work to create a positive learning environment and promote coexistence and integration. QUIMS: Diversity as Strength
QUIMS is a cantonal program that supports selected schools in using the diversity of students as a strength. It promotes the integration of young people with different cultural backgrounds and advocates for equal opportunities. In the projects "Redesign of the project week for 1st secondary", "Media Center" and "Cultural Education" we implement focal points from all three QUIMS action fields in the school program. That means we promote language, academic success, and social integration.

On February 10, 2025, an extraordinary school community meeting took place in the auditorium of the Ennetgraben school building. It was about an important decision. Should the tax rate be increased from 19% to 21%?
This question had great impact on the school, because since an earlier meeting in December 2024 the school was in a tight budget. This meant that everywhere was saved. Class camps and excursions were canceled, purchases were reduced to a minimum, and even sandwiches for the student council were cut. According to calculations, a tax rate of 19% would lead to an expenditure surplus of 934,000 francs. That would be very close to the maximum allowed deficit. Unplanned investments would not be possible and further restrictions would be inevitable. With a tax rate of 21%, however, the budget would be more stable and there would be room again for school activities.
What does this mean for the school? For the school, this means that the tight budget will continue. Excursions and class camps can initially not be undertaken again. It remains to be seen how it will continue: Will there be a new vote? Or will everything stay as it is? The only thing certain is that the discussion is not over yet. After many comments, a vote was taken. With 139 votes, the motion for 21% was accepted. But the decision was not yet final. There was a 5-day objection period during which the resolution could still be contested. And that is exactly what happened. The meeting: numbers, opinions, and many emotions The meeting was led by Vice President Melanie Wälter. In total, 194 eligible voters and many spectators were present. Among them was also me. After a short introduction, various diagrams and figures were presented. It was explained that investments amounting to 2,540,000 francs are planned until 2028. In addition, the effects of different tax rates from 18% to 23% were shown. Some attendees applauded after speeches, although this was actually not allowed. It seemed that in the end it was less about the best solution and more about who was right. Some demanded a clear increase to 21%, while others wanted to stay stubbornly at 19%. Lilienberg: Class camp in the forest Last September, together with gymnasium classes, we conducted two class camps. These were organized by Bergwald. This is an organization that carries out project weeks with young people and adults and also conducts encounter weeks with refugees, including forest assignments. We teachers were responsible for the arrival and departure, supervision in the house, and catering and also actively helped with the work in the forest or kitchen. The students went into the forest every morning at 7:15 am in different groups and felled trees, planted new ones, maintained and built forest and hiking trails, cut bushes, carried trunks - all under the professional guidance of the Bergwald team. The weather was mixed, sometimes rainy and quite cold on some days. A sip of hot tea for a snack or lunch was a welcome change. At 5 pm, dirty, tired but very satisfied young people returned to the camp house. Then it was time to shower, check phones, chill a bit, and have dinner at 6 pm served by a group on kitchen duty. Afterwards, cards were played or dancing took place. In the evening, the young people were usually so exhausted that for once in a class camp, bedtime was not an issue. The camps were very nice but also exhausting, both for us teachers and for the young people. There were many beautiful encounters and most of the young people were very satisfied. Some of our students liked the week so much that they would have liked to add a second week. Julia Bätschi, teacher What does a principal do all day? - An insight into the work of Ms. Fuchs 07:45 am - Arrival in the Lilienberg team room The schedule is well filled today. I use the first quarter of an hour to go through the agenda for the morning meeting again and to exchange with the present teachers and class assistants. For me as the newest team member, this exchange is very valuable. 08:00 am - Morning meeting in the Lilienberg team The morning meeting of the Lilienberg team starts punctually at 08:00 am. Today’s agenda includes assignments of new students, substitution for a sick teacher, and the next planning steps for the project week. 08:30 am - Office work From 8:30 am I devote myself to office work. Processing applications, answering emails, writing reports, and coordinating appointments are among my tasks. 09:50 am - Big break A long but eventful day is coming to an end. During the big break, I move to my workplace in the school management office in the south wing. On the way there, I take the opportunity to talk to students and teachers. 10:10 am - Classroom visit After the big break, I visit the class of a secondary A class as part of the teacher evaluation. These classroom visits are among my favorite tasks. They allow me to gain insight into the classes and get to know the students. I am always pleased to see how diverse and committed our teachers are. The next day, a yearly employee discussion with the teacher follows this classroom visit. I use the time until the lunch break to prepare this discussion. 12:30 pm - Lunch break I spend the lunch break in the Ennetgraben teachers’ room. I take the opportunity to chat with colleagues in a relaxed atmosphere. 13:30 pm - Exchange in the school management team After lunch, there is an exchange in the school management team. Current topics, challenges, and next steps are discussed. For me as the newest team member, this exchange is very valuable. 15:00 pm - Office work Some more time for administrative tasks. 16:45 pm - School conference in the Ennetgraben team The entire Ennetgraben team meets monthly for the school conference. The discussions are lively and constructive. It is always nice to see how committed the team is to our school and how many good ideas are brought in. 18:30 pm - End of workday I leave the school building with the feeling of having moved a lot and having had many valuable conversations. Cécile Fuchs has been principal at OSA since August 2024. After a longer family break, she returned to work with us. She is an experienced principal and class teacher for secondary A. She enjoys working with children and young people very much and cares deeply about creating a positive learning environment. She is happily married and mother of three children.
