Team Leader Legal & Procurement 80 - 100%The Office for Information Technology (AFI) is the IT competence center of the Canton of Zurich.
It provides comprehensive services in the area of central IT infrastructure and canton-wide applications for directorates, authorities, judiciary, and independent institutions. Commissioned with the implementation of the new Information and Communication Technology (ICT) strategy, AFI accompanies the canton into the digital world.

At AFI, you take on a central role at the interface of law, IT, and public mandate. You lead a team of 6 people, ensure legal clarity, and manage procurement in a dynamic environment.
Your tasks:
- Responsible for comprehensive legal advice to internal stakeholders in the areas of administrative law, data protection and information security law, procurement law, as well as IT contract law, together with your team
- Close cooperation with the AFI management, the General Secretariat, representing AFI before committees, and co-responsibility for legal governance in digital transformation
- Drafting, reviewing, and negotiating complex contracts
- Legal support of IT and digitization projects in the Canton of Zurich and support in political matters of AFI
- Development and implementation of procurement management as well as building supplier management
- Ensuring efficient and compliant procurements
- Development and implementation of policies, standards, and processes for Legal & Procurement topics
Your profile:
- University degree in law
- Several years of professional and leadership experience, ideally in the public sector or a regulated environment
- Sound knowledge of public procurement, contract law, data protection, and administrative law
- Strong strategic and networked thinking – you recognize connections, think ahead, and act solution-oriented
- High analytical skills and a confident sense for legal, technological, and political dynamics
- Change competence and enthusiasm for innovation – you bring new impulses and actively shape processes
- Strong communication skills, negotiation skills, and a confident appearance towards internal and external stakeholders
