The Innovative Financing for Children (IF4C) function is central to these efforts. It develops and implements innovative financing tools to mobilize resources for children's welfare globally. These initiatives address critical issues such as resource mobilization, catalytic capital, innovative financing, climate change, environmental sustainability, and disaster risk reduction, targeting the most vulnerable and marginalized children and adolescents. Linked to this, IF4C has identified an ongoing need for capacity strengthening and knowledge management expertise to ensure the operational effectiveness of its portfolio of initiatives and projects.
PURPOSE OF ASSIGNMENT:
The Innovative Finance Capacity Building and Knowledge Management LTA will be instrumental in implementing capacity building and knowledge management solutions to meet the growing needs and demands from HQ, regional and country teams, and partners operating in the Innovative Finance space.
Specifically, the LTA will focus on two aspects:
- Development and deployment of Innovative Finance capacity building and strengthening tools, products and opportunities (e.g., modules, e-learnings, toolkits, guides, handbooks, etc.).
- Development and dissemination of knowledge management assets and systems, including presentations, social media assets, reports, training materials, video and visual production, and animation - with the emphasis on post-production editing and adaptation for multiple use cases, as well as other multimedia content.
These expert services are key to the efficiency and effectiveness of the IF4C project pipeline and workflow. They help educate and build understanding, recognition, and support for the team’s work with internal and external partners; secure buy-in for new projects; and ensure the sharing, monitoring and reporting of information with key partners in line with UNICEF obligations.
Objective(s):
The objective of this LTA is to facilitate and expediate the process by which the IF4C team hires Innovative Finance Capacity Building and Knowledge Management experts for specific projects requiring specialized services to design and implement tailored tools, content, systems, and products.
To this end, UNICEF seeks to establish LTAs with a pool of individual consultants to provide services that will enable the team to establish knowledge management systems and tools to ensure efficient information sharing and accessibility across the IF4C ecosystem. Additionally, these services will be key to developing, adapting, and implementing training, procedures, and tools for capacity strengthening on key IF4C topics. Finally, these services will enable the production and dissemination of high-quality knowledge products to strengthen external engagement and fundraising efforts around innovative financing.
How can you make a difference?
MAJOR TASKS TO BE ACCOMPLISHED:
The LTA will cover the following categories of work, which are further specified in the Deliverables:
- Development and implementation of capacity building and strengthening opportunities.
- Production and dissemination of multimedia knowledge assets and products.
- Development of knowledge management systems and platforms.
Responsibilities of the Consultant:
- The consultant will use their own equipment, including laptops, microphones, software and other accessories that may be required for this task.
- The consultant will not provide the content or any part thereof to any third party without the written permission of UNICEF. All components will be a property of UNICEF, and the consultant will not share them with anyone else.
- The consultant will not include their own name or logo/emblem on the content or final product. The only organization branding will be UNICEF, if required.
- Maintain regular liaison with UNICEF IF4C manager/s, content owners, and any related units.
Responsibilities of UNICEF:
- UNICEF will provide all details pertaining to the activity and the requirements.
- UNICEF will orient the consultant on its branding guidelines.
- UNICEF will share the documents and specifications with the consultant as they become available and will coordinate the timely delivery of work.

- Develop knowledge products for external and internal dissemination (dashboards, tools, multimedia assets, newsletters, guides, handbooks, presentations, reports, etc.).
- Disseminate knowledge assets and products (e.g., reports, results, updates, and educational content) on external and internal channels and platforms.
- Collect, categorize, and maintain IF4C materials for reference and use as knowledge resources.

Development of knowledge management systems and platforms.
- Develop knowledge management systems for IF4C initiatives and priorities (e.g., collaboration sites, websites, SharePoint, etc.).
- Provide technical support and maintenance of knowledge management systems.
- Develop IF4C-specific pages on major social media channels.
Consultant's Workplace and Official Travel:
- The Consultant will be remote/home-based. As part of the assignment, there may be opportunities for travel, such as meetings in Geneva during the assignment or on a per-need basis. UNICEF will cover travel expenses, and a travel budget should be included in the work order for any necessary travel. The consultant will arrange her/his travel as and when they take place, and related costs will be reimbursed per UNICEF's travel policy.
Travel Clause:
- All UNICEF rules and regulations related to travel of consultants apply.
- All travels shall be undertaken only upon the prior written approval by UNICEF.
- The consultant must be fit to travel, be in possession of the valid UN BSAFE certificate, obligatory inoculation(s), and have valid personal travel/medical insurance and an immunization/vaccination card.
Estimated Duration of LTA:
- The Long-Term Agreement will be for a duration of 3 years with a fixed fee rate, subject to satisfactory performance evaluation and continuing need for the service. UNICEF does not guarantee that any quality of services will be purchased during the term of the LTA as this will depend on forthcoming need.
Contracts Created Against the LTA:
- Whenever the services are required, specific TOR will be developed by the section, which includes details of the requirement/deliverables including quantities and deadlines, and that will be presented to the top-ranking LTA holder. Should this consultant not be available for this assignment, UNICEF will contact the second ranked consultant and so on.
- Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees agreed in the LTA. The consultant must sign the contract prior commencement of work.
- Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.
LTA CONTRACT MANAGEMENT:

Education:
- A first level university degree (Bachelor’s degree or above) in one of the following fields is required: public relations, public administration, marketing, communications, graphic or digital design or a related field.
Experience:
- A minimum of five years of relevant professional experience in Graphic Design or Digital Communication is required.
- Experience working with SharePoint sites is required.
- Experience creating multimedia content and training materials is required.
- Knowledge and experience with industry-standard software such as Adobe Premiere, Photoshop, is required.
- Experience creating financing content is desirable.
- UN/UNICEF experience is an asset.
- Experience producing internal and/or external communications content is an asset.
Language:
- Fluency in English is required; knowledge of Spanish is desirable.
- Knowledge of another official UN language is considered an asset.
Others:
- Excellent planning and organizing skills.
- Exceptional interpersonal skills, with the ability to work effectively in a multicultural environment.
