The Finance Department of the HUG is responsible for the hospital's financial, budgetary, and accounting management, patient administrative management, tariff setting, investment planning, and the development and maintenance of the business intelligence system. It manages a budget of nearly 2 billion francs, processes and controls more than one million supplier invoices and more than one million patient invoices. It proposes and publishes indicators and dashboards to monitor activity and institutional objectives. It is also responsible for producing all statistics transmitted to health authorities.
Job Description
The Revenue Division of the Finance Department is looking for the person who will complete the Tariffs - Conventions - Billing Service team. Within this team, you contribute to the development of the tariff strategy and participate in the negotiation of tariff agreements with insurers in the Swiss healthcare system. You also assist the head of service during complex tariff negotiations concerning the entire HUG with Swiss and international insurers; for example, in the areas of acute care, psychiatry, or rehabilitation.
Your analytical approach and solution orientation enable you to prepare financial analyses and relevant medico-economic elements to consider during negotiations. You formulate negotiation hypotheses to develop medical service tariffs that take into account the institution's interests and the evolution of medical-care policies within the various medical departments. You maintain close relationships with your counterparts within university hospitals in Switzerland and conduct qualitative and quantitative benchmarks, thus enabling the Finance Department to make informed decisions.
In collaboration with the head of service, you coordinate the transversal activities of the service to ensure the quality of tariff data and participate in coordinating transversal institutional projects for implementing new tariff structures within the HUG. You work closely with the medical staff to financially support the evolution of their medical practice and the various medical acts provided. You thus contribute to supporting tariff and care financing expertise.

In this capacity, you participate in optimizing billing flows, resolving issues related to medico-administrative data, and continuously improving practices to ensure precise, complete, and compliant billing with regulatory and contractual requirements.
Furthermore, you actively contribute to the construction and evolution of the service by providing proposals for continuous improvements.
Qualifications
You have a university degree at the Master’s level or equivalent, or a postgraduate degree in health economics. Training in negotiation is a real asset.
You have at least 5 years of experience in a negotiation and analysis role within a large organization with multiple stakeholders. You have developed very good knowledge of hospital financing, social and private insurance (LAMal, LAA, LCA), national tariff structures, and data analysis IT tools.
You have strong interpersonal skills and an open mind that allows you to understand the interests and stakes of different stakeholders. Your communication skills and constructive attitude enable you to be recognized as a trusted partner who strives to find pragmatic and favorable solutions.
You demonstrate anticipation, responsiveness, organization, and rigor daily. Additionally, you have analytical and synthesis skills that highlight the essential aspects of a negotiation. You offer a results-oriented service and have a sense of responsibility that allows you to conduct your negotiations effectively and ethically.
Good knowledge of German and English is required to facilitate negotiations and interactions with insurers and hospitals in Switzerland.
