With nearly 1,200 employees, the Acute Medicine Department (DMA) includes the Anesthesiology, Clinical Pharmacology and Toxicology, Intensive Care, and Emergency Services. It fulfills a fourfold mission through its services, which provide expertise in frequent interaction with all Geneva University Hospitals, thanks to a transversal platform, aiming to ensure the best possible patient care.
The Emergency Service is a transversal service tasked with welcoming patients 24/7 regardless of the nature of their health problem, ensuring rapid and effective care to direct patients to the most appropriate structure. The Emergency Service also provides urgent medical assistance at the cantonal level (via SMUR), coordinates and manages major events, while serving as a reference service for cantonal structures.
Integrated within this service, the Urgent Health Call Center Unit (Urgences Santé 144) is under the authority and supervision of the General Directorate of Health of the Republic and Canton of Geneva.
This unit handles calls to the 144 number, regulates emergency situations, mobilizes necessary resources, and coordinates rescue operations. It also plays a crucial role in informing and directing callers to appropriate care centers when an emergency intervention is not required. It manages inter-hospital transfers, both ground and air. With about 50 employees, it handles 260,000 calls annually, including 105,000 emergencies, and creates 70,000 regulation files. It also coordinates 46,000 ambulance missions and 5,500 SMUR interventions per year. In exceptional event situations, it establishes and manages an operational center dedicated to monitoring and coordinating the health situation.
Furthermore, the unit is responsible for the organization and operational planning of urgent health aid at the cantonal level, in collaboration with the General Directorate of Health. It also manages the urgent health aid information system in partnership with the Cantonal Office of Information Systems and Digital Technology.
The unit also leads a research program focused on modeling emergency care processes, including the management of cardio-respiratory arrests and emergency triage. It develops innovative projects for creating evaluation and remote assistance tools for first aid gestures. It also establishes itself as an essential training center, notably for paramedical delegated medical regulation, supported by specific simulators.
In 2025, the unit will experience significant expansion with the introduction of a new telephone line dedicated to triage and orientation of patients in "non-life-threatening" emergency situations, complementing the 144 number.
Job Description
Your mission is to organize, plan, and participate in the evolution of the engagement support system, particularly Hexagon (CAD93, ONCALL10), as well as manage the business configuration of the related systems with advanced functional and technical expertise of the Hexagon engagement support system and its integration into the Urgent Health Call Center (CASU) ecosystem.
You ensure the operation and level 3 support of the engagement support systems and associated IT services, with in-depth knowledge of the deployment carried out for 144 Geneva, and maintain and secure the integration of this solution with other associated systems (emergency telephony, radiocommunication, data warehouse and statistics, etc.).
You are responsible for creating and updating technical documentation and techno-operational procedures related to CASU's IT systems, anticipating and adapting the system infrastructure to evolving operational needs while considering technical, legal, and budgetary constraints.
You also take on the role of internal referent for the application data model and the provision of data from operational systems (Hexagon, emergency telephony, etc.) for integration into statistical tools, as well as the role of internal referent for the integration of cartographic data within the engagement support system.
You lead and implement projects to evolve the information system of the Urgent Health Call Center 144 CASU 144, in close collaboration with public and private partners and suppliers.
Additionally, you participate in the planning and coordination of the activities of the CASU IT technician team.
Qualifications
You hold a complete scientific university degree at engineer or Master level. This degree is not necessarily in the IT field, provided that your professional experience and acquired expertise meet the job requirements.
You have excellent functional and technical knowledge of the Hexagon engagement support system (CAD93, ONCALL10), and its integration with third-party systems (emergency telephony, radiocommunications, etc.), as well as proven experience in integrating and deploying this specific system in Swiss and/or French emergency call centers.
You also have good knowledge of system and network environments related to emergency telecommunications and integration with third-party systems.
Good command of French and English is required.
At least 10 years of proven experience as an engagement support systems specialist engineer, specialized in Hexagon systems, with demonstrated ability to deploy and support complex environments associated with emergency calls and interventions is required.
Previous experience in managing, deploying, and maintaining systems similar to that of 144 Geneva, particularly those related to emergency call centers and operational management, is desirable.
Moreover, rigor and a sense of quality and security in system management are required, as well as adaptability, creativity, and an innovative spirit in assigned tasks.
You are recognized for your ability to work in a team and communicate with various internal and external partners.
On-call duties, night interventions, and emergency situations are to be expected.
