About the job
As a centre of expertise for digital transformation in criminal justice, HIJP Switzerland supports all authorities and actors in the criminal justice chain, from the police to the enforcement of criminal sanctions, including public prosecutors and courts.
Currently composed of nearly 25 people, our team supports the Confederation, the cantons and authorities on the path to digitisation and standardisation, from advice to implementation. In doing so, we create the foundations that will gradually enable a shift from a paper-based working method to electronic communication in the judicial field, thus realising the vision of a fully digitised process within criminal proceedings.
We are initially looking for a motivated person for a fixed-term position until the end of 2029 (with a prospect of extension) as
Technical Project Manager (80–100%)
In this role, you manage the Technical sub-project of the electronic file for the enforcement of criminal sanctions (eDESP), relying on your technical expertise and project management skills. You develop well-founded decision bases and steer implementation from both a business and technical perspective. You consistently adhere to quality and operability principles, take into account risks, guidelines and requests from various stakeholders, and ensure transparent communication.
Actively contribute to the implementation of the electronic file for the enforcement of criminal sanctions, a key element of digital transformation in the enforcement of detention and criminal sanctions in Switzerland.
Your mission
- You take responsibility for the Technical sub-project of the eDESP, advise the overall project management on technical matters, and develop decision bases, workload estimates and risk assessments.
- You develop the target technical, integration and interface architecture of the eDESP and create solution variants, concepts, as well as target technical models.
- You coordinate technical requirements with business application providers, DMS and other peripheral systems and parties.
- You manage Proof of Concepts, pilot projects and technical tests, support deployment and ensure successful transition to the operational phase.
- You evaluate offers and implementation proposals, contribute to tenders, acquisitions and contractual bases, and ensure the viability and sustainability of the selected solutions.
- You support the development and elaboration of technical standards, e.g. in connection with eCH.
Your profile
- You hold a university degree in computer science, business informatics or engineering (HES/university level), supplemented by continuing education or certifications in project management, e.g. HERMES.
- You have several years of experience in managing sub-projects, handling complex technical issues within digitisation, integration or transformation projects, as well as in developing technical concepts.
- You possess in-depth knowledge of interface architectures, APIs and integration platforms, as well as cloud, on-premises and hybrid architectures.
- You have experience collaborating with diverse stakeholders and suppliers; knowledge of public administration as well as the justice, security or federal system is an advantage.
- You adopt a structured, analytical and solution-oriented approach, have strong communication and coordination skills; you are able to explain complex situations clearly and negotiate confidently.
- You have excellent written and spoken German skills (C1/C2) and good French skills (B2); knowledge of Italian is an asset.
Our offer
- A meaningful and varied role at the intersection of IT, justice and politics.
- Autonomous work within a committed interdisciplinary team.
- Flexible working hours and the possibility to work remotely.
- A central workplace, within walking distance of Bern station.
- Modern employment conditions and attractive social benefits, in accordance with the regulations of the canton of Bern.
- We actively encourage continuing education, as it is important for us to keep our knowledge up to date.
