Background
The DHIS2 Technical Analyst will provide first and second level technical support for the Vanuatu Ministry of Health’s VanHMIS, the national public health reporting system built on the DHIS2 platform. As the first level support contact, the role will respond to routine user issues, including login problems, password resets, user access requests, basic troubleshooting, data entry guidance, and issue logging. As the second level support provider, the role will resolve more complex issues, including DHIS2 configuration problems, data quality errors, reporting issues, metadata updates, and system performance concerns, while escalating unresolved technical defects to the appropriate system administrators or developers.
The Analyst will be based within the Ministry of Health and will work closely with the Digital Health team and the Department of Communications and Digital Transformation (DCDT), with technical support from the WHO Country Liaison Office. The role will strengthen VanHMIS support capacity by providing dedicated technical assistance, improving issue resolution, and supporting the reliable day-to-day operation of the DHIS2 platform.
Job Description
The role will support the reliable day-to-day operation of VanHMIS, improve user support, strengthen data quality, maintain approved system configurations, and help build local capacity within the Ministry of Health.
Provide first level DHIS2 user support:
Serve as the first point of contact for VanHMIS users at national, provincial, hospital, health centre, dispensary, and programme levels.
Receive, log, classify, prioritize, and track user support requests.
Resolve routine user issues, including login problems, password resets, user account access, organisation unit assignment, data entry access, basic navigation, and routine troubleshooting.
Provide practical guidance to users on data entry forms on the web and mobile version of DHIS2.
Support users experiencing problems, or connectivity-related issues.
Escalate infrastructure or network issues to the DCDT technical team.
Maintain a simple knowledge base of frequently asked questions, common errors, user guidance notes, and standard responses to recurring issues.
Provide second level DHIS2 technical and configuration support:
Investigate and resolve more complex DHIS2 application issues that cannot be resolved at first level.
Support approved DHIS2 configuration changes, including data elements, indicators, data sets, forms, categories, option sets, organisation units, user roles, user groups, dashboards, validation rules, and reporting outputs.
Maintain configuration discipline by ensuring that changes are documented, tested, approved, and implemented through an agreed change control process.
Troubleshoot issues affecting reports, dashboards, analytics outputs, reporting rates, data aggregation, validation rules, and metadata relationships.
Support testing of new or revised DHIS2 configurations before production release.
Escalate unresolved defects, server-side problems, integration issues, or system performance concerns to the Digital Health team, DCDT, or WHO.
Strengthen data quality, reporting, and use:
Working with the Information Management team in the Digital Health unit, support routine data quality checks in VanHMIS, including completeness, timeliness, consistency, outliers, duplicate records, missing values, and unusual reporting patterns.
Assist programme teams and provincial health teams to identify and resolve data quality issues.
Configure and maintain data quality validation rules, data quality dashboards, and standard reports, where approved.
Support monthly, quarterly, and annual reporting processes by helping users access accurate dashboards, reports, and analytical outputs.
Work with programme managers, national and provincial HIS officers, and provincial health teams to improve the practical use of VanHMIS data for planning, supervision, review meetings, and decision-making.
Manage user access, roles, and system security procedures:
Create, update, disable, and maintain DHIS2 user accounts in line with approved Ministry of Health procedures.
Assign user roles, user groups, organisation units, and data access according to users’ official responsibilities.
Apply the principle of least privilege so that users only have access to the functions and data required for their role.
Support periodic user access reviews, including removal of inactive users and updating access when staff move roles or locations.
Promote safe and responsible use of VanHMIS, including protection of usernames, passwords, health data, and any sensitive information.
Report suspected data security, privacy, or unauthorized access issues.
Support training, coaching, and capacity building:
Provide hands-on DHIS2 coaching to national programme staff, provincial health teams, HIS officers, hospital staff, and facility-level users.
Develop and maintain simple user guides, job aids, refresher materials, and standard operating procedures for common VanHMIS tasks.
Support formal and informal DHIS2 training sessions, including refresher training for users with low reporting performance or frequent support needs.
Identify recurring user challenges and recommend targeted training or system improvements.
Support system monitoring, maintenance, and continuous improvement:
Monitor routine VanHMIS operational issues, including system availability, user-reported errors, slow performance, failed analytics, failed imports, or recurring reporting problems.
Coordinate with DCDT on issues related to hosting, server performance, backups, upgrades, network access, and system availability.
Assist with DHIS2 version upgrades, testing, release notes review, and user communication, where required.
Maintain a support issue register, change request log, configuration documentation, and escalation tracker.
Prepare regular support summaries showing common issues, resolution times, unresolved risks, user training needs, and recommendations for improvement.
Contribute to the continuous improvement of VanHMIS by identifying practical opportunities to simplify forms, improve dashboards, reduce reporting burden, and strengthen data use.
Coordinate with Ministry of Health, DCDT and WHO:
Work closely with the Ministry of Health Digital Health team, public health programmes, provincial health teams, and DCDT.
Coordinate with WHO on complex DHIS2 technical issues, system improvements, training, and capacity building.
Ensure that DHIS2 support activities are aligned with the Vanuatu Digital Health Strategy 2025–2030, Ministry of Health reporting priorities, and approved governance arrangements.
Key Outputs:
- Updated VanHMIS support issue log and escalation tracker.
- Monthly DHIS2 support and issue resolution summary.
- Updated user access register, including active users, roles, and organisation unit assignments.
- Documentation of DHIS2 technical upgrade activities, system changes, and application implementation support.
- Documented DHIS2 configuration changes, metadata updates, and change requests.
- Routine data quality checks and reports on completeness, timeliness, validation errors, and reporting issues.
- User guidance notes, job aids, and frequently asked questions for common VanHMIS tasks.

- Inputs to VanHMIS performance reviews, Digital Health team updates, and DHIS2-related governance meetings.
Educational and experience requirements:
Education
Essential: University degree in Computer Science, Information Technology, or related discipline.
Desirable: Postgraduate qualification (master’s degree) in health information systems or digital health or related discipline.
Experience
Essential:
- At least five years of relevant professional experience providing user support for information systems, including troubleshooting, issue logging, user follow-up, and escalation of unresolved technical issues.
- Experience working with data collection, reporting, or monitoring systems, preferably in the health, government, development, education, or broader public sector.
- Experience supporting end users with varying levels of digital literacy, including the ability to explain technical issues in simple and practical terms, and proficiency in using Microsoft Excel or similar tools for data review, cleaning, basic analysis, reporting, and documentation.
Experience developing or updating user guidance materials, including job aids, frequently asked questions (FAQs), standard operating procedures (SOPs), and training materials.
Desirable:
- Experience supporting routine health reporting, public health reporting, monitoring and evaluation, or Ministry of Health programme reporting.
- Experience supporting training, coaching, or mentoring system users, and working with national or provincial government systems, health facilities, or development partner–supported programmes.
- Prior experience with DHIS2 or other health information systems, and/or strong information systems support, and data management skills.
Technical skills and knowledge
- Good understanding of basic information systems concepts, including user accounts, access rights, data entry forms, reports, dashboards, system errors, and routine system maintenance.
- Good understanding of data quality principles, including completeness, timeliness, consistency, accuracy, missing data, duplicate entries, and unusual reporting patterns.
- Ability to learn DHIS2 configuration and support functions, including data sets, data elements, indicators, organisation units, user roles, dashboards, reports, validation rules, and metadata management.
- Ability to document issues, actions taken, solutions applied, and matters requiring escalation, and to work effectively with national, provincial, programme, and facility-level staff in a respectful and service-oriented manner.
- Basic understanding of public health programmes, routine health information systems, health facility reporting workflows, digital health governance, cybersecurity, data protection, and health information confidentiality; familiarity with Vanuatu’s health system and digital health priorities, with knowledge of data visualisation or dashboard tools considered an advantage.

Details of the proposed position:
- Salary for this role will start from VT 2,510000 to VT 3,102,000 per year. (equivalent to the Vanuatu Govt. Band F, T3.1 - T3.5), subject to qualifications and experience.
- Duration of contract: 5.5 months initially, with potential extension.
