Project Manager for the Implementation of the Slow Mobility Strategy of Graubünden
Technical Office / 50 - 80 % / Chur
The Technical Office is responsible for the design, construction, maintenance, and operation of cantonal roads, as well as hydraulic works and slow mobility in Graubünden. In addition, we handle the operational maintenance of national roads within the canton. With the introduction of corporate mobility management, the management of the cantonal vehicle fleet has also been centralized, among other things, to ensure more economical and environmentally friendly operation. As a specialized service for slow mobility, we coordinate the planning and construction of facilities for slow mobility. This particularly includes pedestrian traffic and hiking, cycling and mountain biking, as well as travel with vehicle-like means.

For the implementation of the Slow Mobility Strategy 2037 (ML Strategy 2037) within the cantonal administration, we are looking for a qualified specialist for June 1, 2026, or by agreement.

- Promotion and consolidation of a planning culture favorable to slow mobility in the Canton of Graubünden
- Design of processes and establishment of a steering body for the implementation of the ML strategy
- Management of key projects related to the ML 2037 strategy
- Coordination of work related to the ML 2037 strategy within the Technical Office and other cantonal services as well as coordination of strategy, planning tools, and projects
- Preparation of reports on the implementation status of the ML strategy for the relevant office management and political stakeholders
- Procurement of external services for the development of strategic topics in the ML sector
- Provision of data and bases for communication and pilot projects in the ML sector
- University degree in spatial planning, transport planning, geography, or a related discipline
- Professional development in the field of slow mobility is an advantage
- Several years of experience in strategic transport or mobility planning, preferably related to pedestrian and bicycle traffic or multimodal mobility
- Experience in managing complex administrative or governance projects and interdisciplinary collaboration
- Excellent knowledge of administrative structures and planning tools at national, cantonal, and municipal levels (ideally in the Canton of Graubünden or another canton / Swiss municipality)
- Ability to work across different actors and provide specialist leadership
- Strong communication and moderation skills, diplomatic abilities, political sensitivity, and assertiveness
- Excellent oral and written expression skills in German
- Knowledge of Italian and/or Romansh is an advantage
