Tasks:
Ensure strategic, organizational and advisory support to the State Council and its President, performing staff functions and guaranteeing coordination, coherence and effectiveness of the cantonal administration's action
The State Chancellor:
- Reports directly to the State Council
- Leads the State Chancellery
- Acts as a cross-functional role for interdepartmental coordination
Main tasks:
Support to the State Council
- Secretary of the State Council
- Support for government activity planning
- Preparation, follow-up and verification of the implementation of government decisions
- Execution of tasks assigned by laws and regulations
Coordination and staff functions
- Chairmanship of the Interdepartmental Coordination Group for collaboration between Departments and Central Services
- Planning, organization and verification of the cantonal administration's activities
- Coordination of internal and external government information
Digital transformation
- Coordination of the cantonal administration's digital transformation activities
Management and leadership
- Management of the State Chancellery
- Responsibility for the operation of administrative units and subordinate services
- Management of the Protocol Service
Representation and institutional guarantees
- Representation of the State Council in inter-cantonal bodies, by mandate
- Guarantee of respect for political rights
Other tasks
- Assumption of additional assignments entrusted by the State Council according to institutional needs
Requirements:
- Complete academic education (bachelor + master or license)
- Experience with managerial responsibilities (leadership and management) in public administration, parapublic sector or private sector
- Good knowledge of the cantonal administration and Swiss institutions in general
- Good analytical, synthesis, organizational, negotiation and writing skills
- Initiative, creativity, decision-making ability and flexibility
- Proven aptitude for relationships, mediation and change management
- Reliability, personal integrity and credibility
- Excellent knowledge of Italian (conversation and writing) and good written and spoken knowledge of German and French
- Swiss citizenship

Employment conditions:

- Working hours: 42 hours per week (for a 100% employment rate), flexible or according to service needs
