1. INTRODUCTION
Starting from the problem that more and more children speak poor or no German at school entry and are sometimes insufficiently socialized, this concept names corresponding goals and measures. The concept serves as a basis for strengthening work in the area of Early Support in the municipality of Root. Taking into account health, social, and linguistic aspects, existing offers will be supplemented, networked, and new projects injected if necessary. For the area of early childhood, it should be emphasized that the main responsibility for raising children will always remain with the parents or other guardians. 2. YESTERDAY: WHAT HAS HAPPENED SO FAR
On behalf of the Lucerne Government Council, the Department of Public School Education and the Department of Social Affairs and Society jointly developed the "Early Support Concept Canton Lucerne." The Government Council of the Canton of Lucerne approved the Early Support Concept Canton Lucerne on July 2, 2014. The aforementioned project group has initiated the following in the area of Early Support since summer 2014 in a total of 9 meetings:
- Rough concept Early Support (Appendix 1)
- Expansion of DaZ (German as a Second Language) lessons in playgroups (Appendix 2)
- Status determination child-friendly municipality UNICEF (Appendix 3)
- Injection of project MUNTERwegs (Appendix 4)
The DaZ lessons for more than 4 foreign-language children in a playgroup section have been established. According to the playgroup management, initial successes are evident regarding learning the German language. The status determination of the child-friendliness of the municipality is available with the following results: Overall, the municipality of Root achieves 1980 out of 3180 possible points. This corresponds to 62.2% of the maximum achievable points. Development potential exists according to the status determination in the participation of the population, the development of playgrounds, information for foreign-language speakers, needs assessments for children, adolescents, and parents, family-friendly housing, checking the safety of traffic situations, regional cooperation, and evaluation of offers. The status determination is assessed by the project group as a good analysis. However, the recommendations are general and have little to do with early support. Therefore, the project group unanimously rejects the continuation of the child-friendly municipality label. The MUNTERwegs project was able to start on 01.08.2016 in cooperation with the Rontal municipalities Ebikon, Dierikon, and Gisikon. 7 children/mentors participate; the municipality of Root was able to consider 2 children. In Root, the following offers related to early support have existed for years:

The partial revision of the Public School Education Act launched in spring 2015 has now been completed. It states that parents can be newly obliged to send their child to an offer for linguistic early support before entering kindergarten if the child does not have sufficient German skills. Municipalities must establish corresponding offers by summer 2018. 4. TOMORROW: GOALS OF THE MUNICIPALITY OF ROOT
Based on the Early Support Concept Canton Lucerne, the rough concept Early Support, the status determination by UNICEF, and the existing offers in Root, the following goals are to be pursued:
- Parents and guardians have access to offers that strengthen their interaction, relationship, and parenting skills.
- Parents and children have good framework conditions and a needs-based, intergenerational offer in the area of Early Support.
Children growing up with a foreign language are supported in learning German. - Children in difficult situations are recognized and necessary measures are initiated. vV The compatibility of family and work is promoted. - The coordination and networking of offers is ensured. 5. MEASURES EARLY SUPPORT 2016-2020
As a contact point for questions of early support and social issues, the Department of Social Affairs and Health is designated. In this function, it takes over the networking and coordination of offers.
From 2016 - 2020, the following measures are to be implemented:
