Project Manager for the Implementation of the Slow Traffic Strategy Graubünden
Department of Civil Engineering | 50-80% | Chur
The Department of Civil Engineering is responsible for the planning, construction, maintenance, and operation of the cantonal roads as well as hydraulic engineering and slow traffic in Graubünden. We also take care of the operational maintenance of the national roads within the canton. With the introduction of operational mobility management, the management of the cantonal vehicle fleet was centralized, among other things, to ensure more economical and environmentally friendly operation. As a specialist office for slow traffic, we coordinate the planning and construction of slow traffic facilities. This particularly includes pedestrian traffic, hiking, cycling and mountain biking, as well as movement with vehicle-like devices.

We are looking for a qualified specialist for the implementation of the Slow Traffic Strategy 2037 (Strategy LV 2037) within the cantonal administration starting June 1, 2026, or by agreement.

- Promote and anchor a slow traffic-friendly planning culture in the canton of Graubünden
- Design processes and establish a steering committee for the implementation of the slow traffic strategy
- Lead key projects related to the Strategy LV 2037
- Coordinate work related to the Strategy LV 2027 within the Department of Civil Engineering and other cantonal offices and align strategy, planning instruments, and projects
- Prepare reports on the implementation status of the slow traffic strategy for the relevant office management and politics
- Procure external services for handling strategic topics in slow traffic
- Provide data and foundations for communication and pilot projects in the slow traffic area
- University degree in spatial planning, traffic planning, geography, or a comparable discipline
- Further training in the field of slow traffic is an advantage
- Several years of experience in strategic traffic or mobility planning, preferably related to pedestrian and bicycle traffic or multimodal mobility
- Experience in managing complex administrative or governance projects and interdisciplinary collaboration
- Very good understanding of national, cantonal, and municipal administrative structures and planning instruments (ideally in the canton of Graubünden or another Swiss canton/municipality)
- Enjoy working across departments with various stakeholders and in professional leadership
- Strong communication and moderation skills, diplomatic tact, political sensitivity, and assertiveness
- Very good oral and written expression in German
- Knowledge of Italian and/or Romansh is an advantage
