Who are we?
The Building Services (SBat) is a central service acting as a service provider to other Directorates, services and establishments of the cantonal administration. As part of the development of our Facility Management (FM) centres of expertise, we are looking for an FM specialist with expertise in the technical and energy management of buildings to meet the growing maintenance needs of the State of Fribourg's property portfolio.

Your missions
As a technical Facility Management specialist, you actively contribute to the management, optimisation and sustainability of the technical installations of the State of Fribourg's property portfolio. Your main tasks are:
- Develop and implement a maintenance strategy for the building's technical installations, in collaboration with other specialists of the Building Services
- Manage external service providers and maintenance contracts, from contract preparation and conclusion to operational, administrative and financial follow-up
- Ensure the management and development of Facility Management tools, including defining business needs, data input and collaboration with IT specialists during implementation and updates
- Lead technical and energy projects, from planning to delivery, in coordination with various internal and external stakeholders
- Monitor, analyse and optimise the energy consumption of buildings (heating, electricity, water, photovoltaics, etc.), prepare reports and propose improvement measures
- Propose and ensure the follow-up of compliance, renovation and optimisation measures for technical installations, in liaison with project managers from other sections
Desired profile
- Federal VET Diploma as an installer in the HVAC field, complemented by training as a building technology designer, or a diploma in a building technology profession (Higher Technical School technician in energy operation or building technology), with several years of experience in construction management or complex building management
- Excellent knowledge in technical Facility Management, building installations (HVAC, electricity, energy) and energy management
- Experience with Facility Management tools (CMMS, CAFM, energy monitoring systems) is an asset
- You are autonomous in your work, flexible and have good interpersonal skills
- You master French or German, with good knowledge of the other language
