Vote on the new construction project meeting of September 15, 2025 recommends to the
eligible voters by an overwhelming majority to approve the
Wohnen und Pflege Peteracker AG fulfills important tasks in the care of elderly people in Rafz. However, the infrastructure no longer meets today's requirements for modern care: there is a lack of care places, a dementia ward, and an offer for assisted living. Demand is increasing, also with regard to demographic
development.
With the independence of Wohnen und Pflege
Peteracker AG (WPP AG) in 2022, a non-profit joint-stock company was founded, which is 100% owned by the municipality.
The WPP AG operates independently, while the strategic control is exercised by the municipality through the owner strategy and the service agreement. In the submission of November 30, 2025, it is about ensuring the necessary equity capital for financing the new building. This step is necessary because pure external financing is no longer possible since the capital market requirements for equity capital changed in 2024.
The new requirements cannot currently be met by Wohnen und Pflege Peteracker AG. Together with the Rafz municipal council, a new financing model had to be found. The municipality now wants to support with a mix of additional equity and a loan and thus enable the new building.
Originally, it was planned that the WPP AG would finance the planned new building entirely through bank loans. The municipality provided the WPP AG with tangible assets and start-up capital at its founding but waived funds for the construction project. Since then, the requirements on the financial market have changed. Banks now demand a significantly higher proportion of economic equity. At the same time, the WPP AG had to make unexpected investments in the existing infrastructure in recent years, which additionally reduced the equity.
In order for the financing of the new building to succeed nevertheless, an additional participation from the municipality is needed. At the upcoming vote on November 30, the population of Rafz will decide on the future of Peteracker.
