About the job
Our client is seeking a portfolio manager (product manager) responsible for managing product portfolios on behalf of the cantonal tax administration. The tax programme consists of several bespoke development projects led by 5 major product teams, as well as projects integrating market solutions. The incumbent ensures the strategic management of the portfolio, acts as the primary contact for the tax business, and contributes to the product vision, IT trajectories, and investment coherence.
Tasks
- Operationally manage a product portfolio (finances, deadlines, quality, HR sourcing, risks, communication)
- Prepare and facilitate programme steering committees (management and strategic bodies)
- Support the management of teams associated with the programme
- Ensure internal and external communication around the programme, projects, and achievements
- Maintain strategic partnership with the tax administration for all portfolio matters
- Contribute to the development and evolution of the strategic vision of the tax information system
- Ensure coherence of product, project, and service roadmaps with strategic directions
Requirements
- University Master’s degree in computer science, ETH engineer or equivalent; mandatory project management certification (Hermès, PMP, Prince2 Practitioner); programme management certification appreciated (MSP, Prince2 Programme Management)
- Strategic vision and business partnership: build and uphold a shared vision, support priority setting, arbitrate between business needs and constraints, develop a lasting trust relationship
- Management: programme and project leadership, portfolio structuring, expertise in portfolio management and associated tools (MS Project), budgetary, capacity, risk and quality supervision
- Leadership: structure, mobilise and coordinate product teams; internal and external negotiation
- Communication: structure and present information, adapt discourse, explain changes clearly and convincingly
- Experience with multi-team agile projects; risk and opportunity prioritisation; committee leadership; change management; conflict management; facilitation of business/IT governance bodies; management of complex strategic portfolios
- Assets: Hermès in public administration
- Adaptability, analytical mindset, rigour, perseverance, ability to unite without hierarchical authority
