About the job

As a centre of expertise for digital transformation in criminal justice, HIS Switzerland supports all authorities and participants in the criminal justice chain (police, public prosecutor's office, court, correctional services).

With a team of currently around 25 people, we accompany the federal government, cantons and authorities on the path to digitalisation and standardisation – from consulting to implementation. This creates the foundation to gradually transition from paper-based working methods to electronic legal communication and to realise the vision of fully digital working in criminal proceedings.

We are looking for a committed person as

Technical Project Manager (80–100 %)

In this role, you will lead the technical subproject of the electronic correctional file (eJVAkte) with your technical expertise and project management skills. You will develop well-founded decision-making bases and steer implementation from a technical and professional perspective. You will consistently adhere to the principles of quality and interoperability, keep an eye on risks, requirements and the concerns of various stakeholders, and ensure transparent communication.

Actively help shape the electronic correctional file and thus the digital transformation of Swiss correctional services with us.

What you will achieve

  • You are responsible for the technical subproject of the eJVAkte, advise the overall project management on technical matters and prepare decision-making bases, effort estimates and risk assessments.
  • You further develop the technical target, integration and interface architecture of the eJVAkte and develop solution variants, concepts and technical target images.
  • You coordinate the technical requirements with suppliers of specialised applications, DMS and other peripheral systems and parties.
  • You manage proofs of concept, pilot projects and technical tests, accompany the rollout and ensure successful transfer to operations.
  • You evaluate offers and implementation proposals, participate in tenders, procurement and contract foundations, and ensure viable, sustainable solutions.
  • You support the development and further development of technical standards, for example in the eCH environment.

What distinguishes you

  • University degree in computer science, business informatics or engineering (FH/Uni), supplemented by further training or certifications in project management, for example HERMES
  • Several years of experience in leading subprojects, dealing with complex technical issues in digitalisation, integration or transformation projects, and in developing technical concepts
  • Sound knowledge of interface architectures, APIs and integration platforms as well as cloud, on-premise and hybrid architectures
  • Experience in collaborating with different stakeholders and suppliers; knowledge of public administration as well as the justice, security or federal environment is an advantage
  • Structured, analytical and solution-oriented working style, strong communication and coordination skills as well as the ability to convey complex contexts clearly and conduct negotiations confidently
  • Very good German skills in spoken and written form (C1/C2) and good French skills (B2); knowledge of Italian is an advantage
