The Building Department (HBA) acts as a central service provider for all directorates, offices and institutions of the cantonal administration. As part of the expansion of our competence centres for Facility Management (FM), we are looking for an FM specialist with expertise in technical and energy building management to meet the growing maintenance needs of the State of Fribourg's property portfolio.

Your tasks
As a specialist in technical facility management, you actively contribute to the administration, optimisation and maintenance of the technical systems of the State of Fribourg's property portfolio. Your main tasks are:
- Development and implementation of a strategy for the maintenance and servicing of building technology in collaboration with other specialists of the Building Department
- Management of external service providers and maintenance contracts – from contract preparation and processing to operational, administrative and financial monitoring
- Support and further development of facility management tools, including definition of area-specific requirements, data maintenance and collaboration with IT specialists in implementation and further development
- Management of technical and energy projects from planning to completion in coordination with internal and external stakeholders
- Monitoring, analysing and optimising the energy consumption of buildings (heating, electricity, water, photovoltaics, etc.), preparing reports and developing optimisation measures
- Proposing and monitoring measures to comply with standards as well as to renovate and optimise building technical systems in coordination with project managers from other departments
Desired profile
- HVAC installer with federal certificate of competence, supplemented by training as a building services planner, or qualification in the field of building technology (higher technical college energy or building technician), with several years of experience in construction management or management of complex buildings
- Excellent knowledge in technical facility management, building technology (HVAC, electrical, energy) and energy management
- Experience with facility management tools (CMMS, CAFM, energy monitoring systems) is an advantage
- Independence, flexibility and sociability
- Proficiency in German or French with good knowledge of the other language
