The Social Welfare Office (SVA) supports and coordinates the implementation of policies for people with disabilities and for senior citizens. It plans the service offerings and manages the financing and supervision of special and social pedagogical institutions within its jurisdiction.
It plans the space requirements in nursing homes, the need for home help and care, and provides contributions to persons who cannot finance their stay in a nursing home themselves. It is also responsible for financing the residual costs of care.

You lead the dynamic six-member expert team of the Long-term Care Section and implement the cantonal policy in favour of senior citizens by planning, managing, and financing the long-term care services in nursing homes and at home. Your tasks
As head of the Long-term Care Section, you are responsible for its operational, financial, and strategic management. In this role, you collaborate with the medical-social networks, long-term care providers in nursing homes (APH) and home care, as well as with key stakeholders in the field, other cantons, and the federal government. You are responsible for planning long-term care in the canton of Fribourg and ensure the financing of nursing homes and outpatient care through efficient use of public funds.
For this position, we are looking for a committed and communicative personality who is well acquainted with the current challenges at cantonal and federal levels. You have excellent knowledge of the Fribourg network. Furthermore, you are characterised by the ability to understand and assess complex situations thanks to your strong analytical thinking skills.
Desired profile
- Master’s degree in Economics or equivalent qualification
- Additional training in finance and management or project management
- Several years of experience in healthcare and knowledge of the health system of the canton of Fribourg
- Proven experience in project management and management
- Experience in team leadership, communication, and negotiation
- Critical thinking, organisational skills, and sense of responsibility
- Fluency in German or French with very good knowledge of the partner language
