About the job
IT Engineer at 70% (3-year fixed-term contract)
- PONE124
- The IT sector of the Neuchâtel police supports the various police functions in IT and telecommunications. It constantly maintains and improves the police's IT infrastructure so that it can fulfil its mission of public safety and population protection. Furthermore, it works closely with the IT service of the Neuchâtel Entity (SIEN) for the development and maintenance of police business applications.
As an IT engineer, you play a key role in ensuring the link between technical teams and the police domain business areas. You analyse, formalise and optimise functional requirements to actively contribute to the development of the cantonal information system. Additionally, you successfully manage strategic projects such as replacing the judicial case management tool or ensuring compliance with federal digital standards.
In response to user needs, you organise and lead business workshops, then write clear and validated functional specifications. You also produce business training capsules.
While ensuring compliance with applicable laws, regulations and standards, you formalise processes, define use cases and ensure functional coherence with IT architects.
Your project follow-up extends from solution selection to change management support for users.
Finally, you take on the role of a referent and maintain active monitoring of both business practices and IT solutions in the justice and police domain, in order to propose continuous improvements.
Holder of a higher education degree (bachelor or master) or an equivalent qualification in a field relevant to the role, you have proven experience in business analysis and an interest in documentation, ideally in a judicial, police or administrative environment.
You master public safety support solutions and place particular importance on both security and data confidentiality.
Your expertise covers process modelling (BPMN) and system modelling (UML), as well as writing functional specifications for technical teams. You are familiar with BABOK principles and project methodologies (Agile or V-model). You also manage, write and execute functional, business or interoperability tests, and know the tools Playwright, Selenium and Ranorex.
Results- and public service-oriented, you have excellent oral and written communication skills, analytical and synthesis abilities, as well as listening skills and diplomacy.
In contact with varied profiles, you simplify processes and deliverables to facilitate stakeholder buy-in.
Finally, your criminal record and debt enforcement office extract are clean.
