About the job
Class and annual salary (including 13th month salary):
12 98'621.-- / 158'999.--
Responsibilities:
- assists the Director in the administrative management of the Cantonal Sociopsychiatric Organisation (OSC)
- coordinates and is responsible for the activities of the OSC central services: finance, personnel, procurement, logistics and security, hospitality and catering
- supervises the financial management of the OSC, prepares budget forecasts and final accounts, and monitors the evolution of expenses and revenues
- maintains contacts with the central services of the Cantonal Administration and collaborates in managing related projects, for example in IT and logistics
- verifies the correct application of regulations in financial management, human resources, and procurement
- participates in negotiations with health insurers to define fees and tariffs and verifies the preparation of hospital analytical accounting and related reporting
- participates in working groups at cantonal and federal levels
Requirements:
- academic training (bachelor + master), preferably in economic sciences, or experience that can attest to equivalence
- knowledge of the institutional context of the Canton as well as decision-making and legislative processes
- aptitude for teamwork and developing relationships within the Cantonal Administration and with partners in the territory
- initiative, analytical, decision-making and mediation skills
- excellent knowledge of Office tools
- excellent language skills in Italian (conversation and writing) and good skills (conversation and writing) in a second official language
- writing skills
Preferred qualifications:
- experience in managing a significant number of collaborators and/or in hospital or social healthcare management
- knowledge of the SAP system, Rekole certifications and/or quality and tariff management systems in hospital and social healthcare settings

Employment conditions:
- appointment or assignment: as provided by the Law on the Organisation of State Employees and Teachers of 15 March 1995 (LORD) and the related Regulation. Any changes in law concerning salary and organisation are explicitly reserved
- working hours: 42 hours per week (for a 100% employment rate), flexible or according to service needs
