Secretary General
Your mission
Reporting to the Administrative Council, you are responsible for the direction of the municipal administration and the cross-departmental management of its Services, notably through the Committee of department heads. You play a pivotal role within the Municipality, serving as a true interface between the administration and political authorities.
You establish a constructive trust relationship with political authorities, ensuring the link between the
Services, the Municipal Council, and the Administrative Council. You actively support the latter in the development of public policies. You oversee their implementation and monitoring, ensuring their effective operational translation by the Services and smooth communication between the various bodies. You ensure coherent, efficient, and sustainable management of the administration.
Furthermore, you drive the ongoing managerial and organizational transformation dynamics, promoting cross-functionality, collective intelligence, collaboration between Services, and quality of life at work. Your strong managerial skills enable you to develop solid relationships with the
Management team, to unite around a shared mission, and to ensure healthy, fair, and sustainable governance.
The coordination of structuring cross-departmental projects (digitalization, management tools, processes) and change management are also part of your responsibilities.
You ensure the proper functioning of decision-making processes, the quality of public services, and the constant adaptation of the administration to communal, social, and environmental challenges. You are
also required to represent the Municipality to external partners and ensure clear, accessible, and transparent communication with all stakeholders.

You have a solid understanding of governance issues in a public community, a good knowledge of the functioning of Geneva's institutions, and an excellent political sense. You master management tools, decision-making processes, and are comfortable in both oral and written communication registers. You share the values of public service and engage with ethics and conviction in favor of the common good.
You hold a higher education qualification in a field such as public management, political science, economics, management, or social sciences, or deemed equivalent, and you have solid experience in responsible positions in contexts that have allowed you to develop a good understanding of public environments.
