Specialist Advisor in External Relations at 80%

- The External Relations and Communication department, under the responsibility of the Chancellery service, is tasked with steering and coordinating the canton’s external policy and contributing to the defence of its interests and its influence.
Integrated within a small team, you contribute to the implementation of the external policy of the Council of State and the cantonal administration at regional, inter-cantonal, national and cross-border levels.
By monitoring political and institutional developments, your analyses support the general secretariats and the decisions of the Council of State. You assist the work of several extra-cantonal representations and prepare meetings with the head of department representing the Council of State. Your political acumen and strategic vision enable you to develop innovative proposals and actively contribute to the activities of the relevant bodies at federal, inter-cantonal and cross-border levels.
Your role requires you to take a close interest in current political affairs, maintain relations with the Neuchâtel delegation to the Federal Chambers and develop a network within the federal city of Bern. Your expertise allows you to design and implement lobbying actions on the Council of State’s priority projects.
You are also comfortable designing and organising institutional events, meetings and receptions, and supervising their smooth running. Your sense of institutional communication contributes to the implementation of the sector’s communication and enables you to ensure the quality and coherence of the content disseminated.
You hold a university master’s degree in political science or an equivalent qualification. Your professional experience of several years demonstrates a strong interest in the public sector, federal politics or event organisation. You have very good knowledge of cantonal and national political institutions.
Diplomatic, you know how to maintain constructive relations with elected officials, respecting everyone’s roles.
You enjoy taking responsibility and initiative while fully assuming them. Comfortable working individually as well as in a team, you demonstrate flexibility in your working methods.
You negotiate naturally, enjoy developing your network and show great discretion.
Reliable, you are capable of operating in complex and high-pressure environments. The role sometimes requires working outside usual hours. You have very good knowledge of German (spoken and written) and good knowledge of English (spoken and written).
