Since its foundation in 1981, the Zweckverband Schule für Musik (SfM) of the municipalities Berg, Muolen, Häggenschwil, Wittenbach and the OZ Grünau has played a significant role in the musical education of the region. Now a realignment is imminent, based on a comprehensive review of the organisational structure.
The municipalities of Wittenbach, Berg, Muolen and Häggenschwil consider that the current structures of the Zweckverband prove to be inefficient, especially regarding decision-making processes and the allocation of tasks and responsibilities. After a two-year internal review, it appears that integrating the SfM into the structure of the Primary School Wittenbach is sensible. The partner municipalities and the school board of the OZ Grünau are open to this possibility.
Advantages
The integration into the structure of the Primary School Wittenbach offers numerous advantages. The SfM benefits from a professional headship and improved deputy solutions through administration in case of absences. Furthermore, closer cooperation with other school managements enables more intensive exchange and synergies for all involved schools.
Service Agreement
A service agreement is intended to form the basis for this integration. It regulates the offer and mandate of the SfM, the financing by the partner municipalities as well as the participation and controlling by the respective municipal councils or the school board. The aim is to maintain the proven offer of the SfM while benefiting from the professional structures of the Primary School Wittenbach. Such a service agreement is subject to an optional referendum and is conditional on the approval of the citizens in separate votes. In each individual municipality, the dissolution of the Zweckverband of the SfM will be voted on in advance at the citizens' assemblies. In the OZ Grünau, the school parliament is responsible.
Unchanged
Despite this realignment, the teaching offer of the SfM remains unchanged. There are also no immediate effects for the teachers, as they are already largely equalised with primary school teachers regarding employment conditions. The financing of the SfM is to continue according to the proven key between the agreement municipalities.
Overall, the realignment of the Zweckverband Schule für Musik is regarded by the involved municipalities and school boards as an important step into the future to secure the quality of musical education in the region in the long term. The eligible voters of Wittenbach will decide on the proposal at the citizens' assembly on 25 November; it will also be discussed at the citizens' information event on 11 November.
