About the job
Deputy Head of Appeals Department 80 - 100%The General Secretariat is the leadership staff of the Director of Education and includes the areas of construction, educational planning, specialist and legal services, finance and digital, communication, personnel, as well as the appeals department. Here, the affairs and projects of the entire Education Directorate are coordinated.
The Appeals Department of the General Secretariat of the Education Directorate primarily handles appeals from various legal areas of the directorate. To strengthen the existing team of eight people, we are looking for a lawyer as Deputy Head of Appeals Department 80-100% with immediate effect or by arrangement.
Your area of responsibility
As Deputy Head of Appeals Department, you support the Head of Appeals Department in professional, organisational, and personnel matters and deputise in their absence. Together with the team, you handle appeals against decisions within the responsibility of the Education Directorate. These mainly include the following areas: entrance examinations and school career decisions in the secondary school and vocational training sector, personnel law for cantonally employed teachers of primary schools as well as vocational and secondary schools, training contributions, state subsidies, and measures under the Child and Youth Home Act.
In this varied and responsible role, you independently manage appeal procedures, draft decision proposals, and sign appeal decisions submitted to you for review by the legal staff in your own authority. In addition, you contribute to the further development of the Appeals Department, particularly in optimising internal processes as well as in preparing and implementing the digitalisation of administrative procedures.
Your profile
You have a law degree, ideally with a lawyer's licence or another additional qualification. Thanks to your solid professional experience, you have very good knowledge of public law and are able to quickly familiarise yourself with new legal areas and solve even difficult legal issues. The decisions you draft demonstrate linguistic skill. You know how to formulate legal texts clearly, precisely, and convincingly.
You work independently, efficiently, and carefully, have good organisational skills, and an interest in the digitalisation of administrative procedures. Political acumen, decisiveness, resilience, and a confident manner characterise you. If you also enjoy taking responsibility, working as part of a team, and maintaining an overview in demanding situations while not losing your sense of humour, you are exactly right with us.
