Job Description
As a legal officer within the Authorisations and Complaints Unit, you are responsible for handling complex legal situations in the field of patient rights, complaints and health council, managing appeal procedures and ensuring compliance with legal provisions.
Responsibilities
Analyse and handle complex cases of the Authorisations and Complaints Unit related to complaints management and patient rights and draft appropriate decisions
Process complaints addressed to the Department of Health and Social Action involving legal aspects (consultation of legal bases, expert consultations/mandates, etc.) and propose draft responses
Coordinate, in the absence of the complaints management referent, the handling of complaints with the relevant bodies: Complaints Commission, health and social mediation office, health council and other bodies (University Hospital of Vaud, Vaud Association for Home Care and Assistance, etc.)
Handle appeal procedures against decisions made by the Complaints Review Commission for patients, residents or users of health and socio-educational establishments, in collaboration with the unit's legal officers
Ensure the application of laws and their implementing regulations
Provide support and legal expertise for the unit and the department in matters of patient rights.

Qualifications
- Master's degree in law and bar admission
- Postgraduate training in health law (MAS or DAS) desired
- Minimum 5 years of professional experience in the legal field and 3 years in health law
- Global vision and sense of perspective
- Good writing skills
- Excellent personal organisation and time management
- Excellent analytical and synthesis skills
- Proficiency in common IT tools (Word, Excel, PowerPoint)
- Good knowledge of German and English (minimum level B2)
In case of replacement of the health council legal officer, be available to participate in evening hearings and plenary sessions of the health council.
