How can you make a difference?

You will oversee the design, implementation, and management of M&E systems within health programs. This role involves systematic tracking of program activities, outputs, and outcomes to assess effectiveness, efficiency, and impact. By gathering, analyzing, and interpreting data, you will ensure that health interventions are evidence-based and aligned with strategic goals and objectives. This position is crucial for identifying best practices, learning opportunities, and areas for improvement, facilitating adaptive management and decision-making processes. Furthermore, you will play a key role in reporting of results, contributing to the transparency and accountability of health programs, and guiding programmatic adjustments to enhance health service delivery and achieve better health outcomes.

Key functions, accountabilities and related duties/tasks:

  • Support to monitoring and evaluation planning.
  • Collaboratively develop monitoring plans for the health section ensuring appropriate coverage of geographical locations and programme interventions.
  • Coordinate the development of the sections field monitoring plans in collaboration with the health and PME teams.
  • Provide professional technical assistance in the preparation of the Situation Analysis for program development and management by collecting and analyzing data and monitoring implementation progress.
  • Contribute to the identification of critical intervention points and measures by administering a consistent and transparent monitoring system; analyze country level socio-political-economic trends and their implications for ongoing programmes and projects. Propose adjustments/changes in work plans.
  • Programme performance monitoring
  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action, facilitating Data quality analysis and training to county data officers.
  • Collaborate with partners to carry out a rigorous and transparent approach to evaluation and participate in the major programme evaluation exercises to improve efficiency and quality of programme delivery.
  • Collaborate and prepare annual program status reports in a timely manner, as required.
  • Lead the section’s monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes and to report on required action/interventions at the higher level of programme management.
  • Technical and operational support to programme implementation
  • Participate in the preparation of, and making professional contribution to, the preparation of Programme reports required for the management.
  • Contribute to Programme by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate reporting. This includes facilitating Outcome surveys eg. Malaria Indicator Survey, etc.
  • Collaborate and prepare annual program status reports in a timely manner, as required
  • Networking and partnership building
  • Participate in information exchange with partners and ensuring sustenance of the various government led coordination platforms.
  • Collaborate with partners to carry out a rigorous and transparent approach to evaluation and participate in the major programme evaluation exercises to improve efficiency and quality of programme delivery in collaboration with the PME section.
  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action, facilitating Data quality analysis and training to county data officers.
  • As applicable, takes an active role in M&E activities and task-specific working groups in the office, including support to the identification, prioritization, conduct and quality assurance, of the country programme Integrated monitoring, evaluation and research plan (IMEP)
  • Innovation, knowledge management and capacity building
  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Contribute to building the capacities in monitoring and evaluation capacities of Country Office staff and national partners – government and civil society.
  • Apply innovative approaches and promote good practices to improve the monitoring and evaluation of the health programmes.
  • Assist with oversight of research and ensure results are available for use in knowledge products.

To qualify as an advocate for every child you will have…

  • Education: A university degree in social sciences, statistics, planning development, planning, or any other relevant field.
  • Experience:
  • A minimum of two years of professional experience in one or more of the following areas is required: public health/nutrition planning and management or monitoring and evaluation.
  • Experience working in emergency environments.
  • Language Requirements: Fluency in English and Arabic language is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset.
