They help ensure that administrative operations function at all, despite difficult internal conditions. Their commitment is particularly valuable in an environment characterized by unclear structures, a lack of leadership, and little willingness to embrace change. Unfortunately, these are more like isolated positive exceptions than a consistently practiced administrative culture. The professionalism of individual employees cannot compensate for the organization’s structural and cultural shortcomings.

Statements such as “that’s how we’ve always done it” or “that’s how it’s historically evolved” take the place of an objective review of existing processes. What is needed are binding standards, clear roles, and consistent documentation. The leadership culture also needs to be fundamentally improved. Adapting to and seeking approval from the political level strongly shape day-to-day work. Criticism and suggestions for improvement are not seen as opportunities but are perceived as disruptions. As a result, problems remain unresolved or are addressed too late. The communication culture is also problematic. Informal conversations, office gossip, and talking about people rather than with them strain the work environment. Conflicts need to be handled more directly, fairly, and objectively. On a positive note, some individual employees stand out for their friendly, courteous, and professional conduct. Unfortunately, they remain exceptions rather than an expression of a living administrative culture. Overall, the administration appears to be heavily preoccupied with itself and not sufficiently focused on clear processes, quality assurance, and reliable collaboration. Anyone working for the municipality of Ittigen should be resilient, able to cope with unclear structures, and aware that a willingness to change and open criticism are not always welcome.
